Job description

Summary
This Contract Specialist (Deputy Director, OSDBU) is located in National Science Foundation, Office of Information and Resource Management. The primary purpose of the position is to serve as the focal point for overseeing and managing implementation of the various day-to-day facets of NSF's program to promote initiatives for Small and Disadvantaged Business Utilization (SDBU).

Duties
As a Contract Specialist (Deputy Director, OSDBU), you will perform the following duties:
  • Supports all efforts in organizing and implementing NSF's outreach to small and disadvantaged businesses; develops implementation plans and procedures in this area and plans and implements appropriate outreach activities to meet federal requirements for setting targets in support of small and disadvantaged business participation under NSF contract awards.
  • Leads efforts for the planning, preparation, and tracking of special projects and initiatives that are related to promoting opportunities for small and disadvantaged businesses.
  • Performs interactions with small and disadvantaged businesses to educate individuals about federal small and disadvantaged business program requirements during both the pre-award and administration phases of contract awards.
  • Works with senior staff across NSF Offices and Directorates to promote the understanding of SDBU programs, policies, and initiatives. Leads special studies and program evaluations; collects and analyzes information; selects appropriate methods for compiling and communicating critical SDBU-related agency data.
  • Provides authoritative guidance and consultation for various NSF-wide activities that pertain to optimizing SDBU, including cross-Directorate workgroups that reach out to small and disadvantaged businesses. Provides expert analyses to staff members on issues and various projects for which promoting SDBU is critical.
  • Provides authoritative information to management on the most complex topics in support of ad hoc working groups and review teams that support initiatives both within and outside of NSF.
  • Researches and provides data, analysis, and information in support of special studies related to SDBU initiatives and to support SBA and OMB reporting requirements when requested by the Director, OSDBU. Provides advice and makes authoritative recommendations that are used to form management's position on a wide variety of technical and policy issues pertaining to OSDBU.
  • Serves as a technical authority on procurement for developing and coordinating short- and long-range plans to promote opportunities for small and disadvantaged businesses.
  • Serves as a first line supervisor with responsibility for planning and assigning work, establishing standard and evaluating performance, providing advice/guidance, making decisions related to human capital, resolving complains, effecting minor disciplinary actions, identifying training needs, and improving the overall effectiveness of the office operations. Employee is responsible for ensuring compliance with EEO and DEIA principles.

Qualifications
Applicants must meet the Individual Occupational Requirements below:
  • A 4-year course of study leading to a bachelor's degree or higher, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management AND 4 years of experience in contracting or related positions.

OR
  • Have been continuously employed as a GS-1102 since January 1, 2000.

In addition to theIndividual OccupationalRequirements, applicants must meet the specialized experience listed below:
To qualify at the GS-15 level, you must have one year of specialized experience equivalent to the GS-14 level in the federal service managing, overseeing, and promoting efforts to increase contract and subcontract awards to small and disadvantaged businesses. Examples of specialized experience include:
  • Applying broad knowledge of procurement policies and procedures to support the planning, analysis, and evaluation of an agency's small and disadvantaged business utilization program;
  • Developing initiatives to promote opportunities for small and disadvantages businesses;
  • Providing technical advice and guidance regarding procurement activities involving small and disadvantaged businesses; and
  • Negotiating small business goals with the Small Business Administration

Experience refers to paid/unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) & other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, & skills & can provide valuable training/experience that translates directly to paid work. You will receive credit for all qualifying experience, including volunteer experience.
Education
Education is required for this position as described in "Qualifications." You must submit TRANSCRIPTS (unofficial copies are acceptable) or a DIPLOMA that verifies that the requirement is met.

Relocation Expenses will not be paid.
This is a non-bargaining unit position.
