The Air Force Research Laboratory, Space Vehicles Directorate (AFRL/RV) is accepting applications for the position of Deputy Chief Scientist (CS), Space Vehicles Directorate at Kirtland AFB. Civilian candidates at the DR-II/III/IV level will be considered for this position. This job has a nominal term of three years, (renewable) with the selectee returning to their original (or different) position at the conclusion. This position is considered a lateral, full time assignment, however, given the additional responsibilities, a salary increase of up to 5% will be considered for the selected candidate. A position description is below.
The Space Vehicles Directorate Deputy Chief Scientist (CS) primary responsibility is to support the Space Vehicles Chief Scientist as directed, and act in the CS's stead as required or delegated. The Deputy CS leads and chairs the Directorate Technical Advisory Council (DTAC), consisting of Branch Tech Advisors, and is responsible for guiding research direction and quality of proposals submitted by RV researchers including Innovative Research Proposal (IRP), Seedlings for Disruptive Capabilities Program (SDCP), Rapid Defense Experimentation Reserve (RDER), Applied Research for Advancement of S&T Priorities (ARAP), AFOSR Laboratory Research initiative and Center-of-Excellence (LRI/COE) proposals. In addition, the Deputy CS works with the Air Force Scientific Advisory Board (SAB), Deputy TEO for Space Office, the AFRL Mission Area Leads, and the CS/DCS for other AFRL TD's to respond to US Air and Space Force strategic guidance to help develop the research strategy for the Directorate.
Additional duties for the position include:

• Leading the Directorate industry engagement through Independent Research and Development (IRAD) reviews and as the primary RV point-of-contact for the AFRL and Space Systems Command (SSC) Front-Door web portals, helping to match capabilities from industry with researchers in RV and other AFRL TD's as appropriate.
• Leading the National Research Council (NRC) and AF Summer Faculty Fellowship Program (SFFP) processes for the Directorate as well as being the focal point for the AFRL Enterprise Internship Fellowships, which includes STEM students, faculty, and postdocs who engage in research projects for AFRL. Also serves as a focal point to help academia find connections to researchers in RV.
• Collaborate with the US Space Architecture collection of agencies in coordinating IRAD reviews and TIMs to support the Space Community of Interest/USSF HQ and coordinating efforts with AFRL/XP.
• Collaborate with relevant space Mission/Portfolio Leads and Technical Advisors across the AFRL enterprise to coordinate AFWERX/SpaceWERX SBIR/STTR opportunities and assist in topic prioritization, TPOC identification, and contracting support.
• Support AFOSR, SSC, HAF/SAF, SDA, SpRCO, Delta level interactions and relevant meetings to ensure RV input and reporting to relevant Directorate personnel.
• Support AFRL/RV branch Technical Quality Reviews (TQRs) and lead directorate level wrap up TQR.
• Perform Space Secrecy Review for the USPTO office that are sent to the AF.
• Work with the RV Senior International Focal Point (SIFP) and International Point of Contact coordinating International R&D activities within RV, and supporting visits from and to international research partners related to collaborations.
• Finally, the Assistant CS has an active role on the AFRL Research Advisory Council (RAC) guiding the research direction at the Enterprise-level and is responsible for informing AFRL leadership on the technical work and research priorities for the Directorate.
• Written and oral communication up and down the chain of command will be important for success in this role.

Required Qualifications

• United States Citizenship
• Must possess an active TS/SCI security clearance
• This position is an Acquisition Professional Development Program (APDP) position, requiring Level II or III certification in Science and Technology Management (STM) or Engineering (SPRDE).
