Job description

Under general supervision, performs daily work assignments for the Fire Division of the Alamogordo Fire Department, in accordance with the Employee Manual, Department Policies and Procedures, City of Alamogordo Ordinances, and any applicable State or Federal authority.
Required
Associate degree from an accredited university in Fire Science, Emergency Management, Business or Public Administration, or a closely related academic field;
Five (5) years of career fire service experience;
Minimum of three (3) years of experience as a supervisor relating to fire administration;
Firefighter Il;
HAZMAT Incident Commander;
Driver/Operator Certified;
Fire Investigator I;
Fire Inspector I;
Fire Service Instructor l;
Fire Officer II;
Current CPR Card;
ICS 300;
NIMS training; and
Valid New Mexico class E or A driver's license with a driving record acceptable to the City of Alamogordo or the ability to obtain within sixty (60) days of employment;
Or any other combination of education, experience, certifications, and training that demonstrates a high level of firefighting, incident command, and fire protection operations knowledge sufficient for command and supervision of fire department personnel at a variety of major incidents.

OTHER REQUIREMENTS
Must be a United States citizen or legal permanent resident;
Must be at least 18 years of age;
Must successfully pass firefighting physical agility testing within the specified time limits, medical exam and drug screening test that meet physical requirements set forth by NFPA 1582 guidelines, and thorough background investigation; and
Must not have any felony convictions, domestic violence, or DWI convictions, or
any other convictions for crimes indicating a lack of character or moral turpitude.
Essential Duties
Manages and supervises direct-report staff by coordinating, assigning, and reviewing work to ensure compliance with policies and procedures;
Conducts employee evaluations, introductory and annual; makes recommendations for hiring, promoting, and releasing employees;
Initiates and administers corrective action, as necessary, according to the Employee Manual;
Mentors employees to full potential and ensures appropriate training is given to meet the standards of the position held;
Plan, direct and review activities of personnel performing fire inspection, fire prevention, fire suppression, and emergency medical services, including the timely conduct of employee performance reviews in accordance with City policies and applicable labor agreements;
Provide technical assistance in directing, managing, supervising, evaluating, and organizing the operations of the department. Explain all City and Department policies, orders, and decisions to subordinates. Assists and advises subordinates in technical matters. Remain available for problem-solving and research;
Promote managerial knowledge, teamwork, and independent decision-making to subordinates. Develop a collaborative team-based organization with assigned personnel;
Provide leadership and supervision to Fire Department personnel; evaluate, plan, assign, train, direct, and develop department personnel; make decisions regarding hiring, training, disciplining, and terminating employees;
Conduct formalized training of firefighters, fire lieutenants, and other staff, on fire suppression, rescue, EMS, department policies and procedures, City Policies and Ordinances, and other related ordinances and training topics as required;
Conducts inspections of buildings and property for compliance with fire codes, storage and use of hazardous materials, proper installation of fire alarm systems, the efficiency of fire protective equipment, adequacy of fire exits, and overall compliance with the model fire code, state fire laws and regulations, Municipal Code, and related codes and standards dealing with fire protection and life safety; performs fire prevention inspections for special events;
Conduct field investigations of potential violations; gathers evidence; question or interrogate complainants, witnesses, and suspects; compare facts to code requirements; makes findings; issues warnings, correction notices, and/or citations, and appear in court;
Periodically patrols or inspects an assigned area to monitor for violations of certain local codes;
Meet with owners, tenants, etc. to review and explain code requirements and violations or potential violations; secure code compliance;
Maintain a variety of logs and records related to inspection and enforcement activities; prepares recommendations for amendments and additions to codes or regulations which relate to the position;
Coordinate efforts with other city, county, and state departments, the prosecuting attorney, and other staff or agencies, as needed;
Review cases being prepared for trial with emphasis on the evidentiary and legal issues crucial to successful prosecution. Prepares detailed reports of activities and investigations made; consults with prosecutors and prepares case reports for court action; testifies in court, as required;
Maintain current knowledge of applicable laws, fire codes, ordinances, and statutes, pending legislation, and conducts research to address new issues and their impact;
Provide timely and complete documentation of various records including daily logs, maintenance records, and performance evaluations in both electronic and paper form. Confirm all reports, records, and logs submitted and/or signed by subordinates;
Effectively communicate regularly with the Fire Lieutenants and others to maximize inter-departmental operations and activities including but not limited to; missing or broken equipment, maintenance problems, vehicle locations: and purchases;
Ensure assigned personnel comply with all policies, procedures, and guidelines;
Establishes procedures to assure the highest standards of risk management, employee safety, and risk avoidance;
Responsible for thoroughly investigating, reviewing, and addressing department or division accidents to prevent future occurrences and control risk management related costs;
Participate in the budget process and control of expenditures. Monitor and approve the expenditures necessary for the operation of their division. Assist with the administration of the department purchasing activity and in writing specifications for equipment purchases;
Cooperate with other fire departments, agencies, city departments, and the media where activities of the Fire Department are involved. Attends meetings on behalf of the Fire Department and speaks to civic organizations;
Direct the maintenance of fire/rescue equipment, facilities, records, and reports;
Ensure self and employees attend training necessary to meet City required safety training hours, State and Federal regulations: and continued education requirements to maintain certifications and licenses required of positions;
Coordinate special operations at the direction of the Fire Chief. Such as, but not limited to: the CERT program, LEPC, Haz-Mat Team, Tech Rescue Team, and Fire Department Strategic Planning groups;
Provide information; advice, and assistance to the general public;
Develop and implement policies and procedures to assure the highest standards of risk management, employee safety, risk avoidance, and service delivery for areas of responsibility;
Investigate fire scenes to determine cause, origin, and damage caused by fire, assisting in the prosecution of cases of arson;
Records, prepares, and files required reports on all fire department incidents, including inspections, code violations, and fires of undetermined or suspected incendiary origin;
Review preliminary plans, site plans, layouts, and final plans for compliance with fire codes;
Assist in maintaining and recording fire records and associated documents, including fire hydrant flow rate, fire inspections, and public education on fire prevention, etc.;
Coordinate and perform annual testing of the City's fire hydrants, fire hoses, pumping apparatus, and department equipment;
Responsible for performing suppression and rescue activities as well as operating fire apparatus and other equipment in response to emergency alarms for fire protection, extrication, HAZMAT, technical and airport rescue, and other emergencies;
Drive and operate fire apparatus and fire equipment in a safe manner, and in accordance with department policies;
Respond to incidents involving technical or specialized rescue and mitigation operations including hazardous materials incident response, airport rescue firefighting incident response, technical rescue incident response, and natural disasters;
Respond to alarms and perform fire suppression, fire protection, extrication, and rescue duties, including firefighting, ventilation, salvage work, and utilizing various methods and tools including but not limited to, hose lines, nozzles, ladders, power tools, and extinguishers;
Responsible for thoroughly investigating, reviewing, and addressing department or division accidents to prevent future occurrences and control risk management related costs;
Establishes procedures to assure the highest standards of risk management, employee safety, and risk avoidance;
Contributes to a high-quality work culture through participation in training and mentoring to develop skills, including safety-related training and skills;
Interacts professionally and provides excellent customer service to all levels of City staff and citizens, to ensure high operational and service standards; and
Performs duties in accordance with the Employee Manual, Department Policies and Procedures, City of Alamogordo Ordinances, and any applicable State or Federal authority.

OTHER IMPORTANT DUTIES
Duties may be performed outside of normal working hours including evenings, weekends, and holidays, as required;
Shall serve as interim Fire Chief during absences, as assigned;
Must maintain required license(s) and/or certification(s);
May be required to attend meetings outside of normal work schedule;
Some travel will be required;
Perform related duties and responsibilities as required;
Maintain the confidentiality of information obtained during the performance of duties; and
Performs such other duties as may be assigned.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of:
Management techniques, personnel policies and procedures principles and practices of fire prevention and suppression including fire investigation; building codes; fire codes; fire sprinkler and alarm systems;
Current firefighting tactics and strategies;
Department policies and procedures;
Use and maintenance of fire and EMS equipment and apparatus;
Hazardous materials storage and disposal techniques and procedures;
City geography and city and county response routes, procedures, and practice; and
Fire hazards and firefighting resources, such as personnel, equipment, water supply, and communication; incident management sufficient to perform an incident command at major incidents involving multiple agencies; technical skills including safety, fitness, firefighting, EMS, and special operations.

Position requires some heavy lifting, climbing, crawling, standing, squatting, and/or kneeling for extended periods of time, may require moving firefighting equipment, stretchers, human bodies both alive and deceased and other various items at emergency scenes as necessary;
Performs tasks requiring strength and stamina such as lifting and moving equipment and objects;
Sitting, standing, walking on uneven or slippery surfaces, kneeling, bending, twisting, taming, stooping, squatting, grasping, and crawling;
Ascending and descending stairs and ladders;
Work both inside and outside with exposure to extreme weather conditions, odors, dust, and pollen; exposure to both noisy and quiet environments;
Exposure to chemicals, skin irritants, fumes, and solvents;
Frequent exposure to hazardous atmospheres and dangerous environments to perform firefighting and rescue operations;
Frequent hand and arm motion; hand and finger dexterity sufficient to use small tools; turning and bending neck; corrected or uncorrected vision sufficient to read gauges, documents, and street maps;
