Deputy Branch Director - Children'sBehavioral Health

What You'll Do:
This position is responsible for the oversight of all Children's Behavioral Health programs and services, direct supervision and evaluation of staff, building and maintaining strong relationships with community and service partners, strengthening the system of care for children and families, development and management of budget and contracts.

This position is located at the Humboldt Plaza, 2440 6th St. Eureka, CA, 95501.
A typical schedule for this position is Monday - Friday, 8am - 5pm and flexibility is needed.

DEFINITION
Under direction, oversees the development and implementation of policies and procedures for multiple organizational components of a branch of the Department of Health and Human Services. Performs complex administrative, specialized mental health, social services or public health programs, budgetary, systems, statistical, and other management analyses; serves as the Branch Director in the Branch Director's absence; performs related work as assigned.
DISTINGUISHING CHARACTERISTICS
This is a branch level management class in the Department of Health and Human Services with responsibility for providing overall administration of program or administrative divisions. In accordance with state and federal regulations, incumbents assume an active leadership role in program and administrative planning, development and implementation, and provide direct supervision of division managers and other personnel. This class is distinguished from the Branch Director in that the latter has overall management responsibility for all branch programs, activities, facilities and operations.
EXAMPLES OF DUTIES
  • Plans, develops, organizes, and directs the implementation of goals, objectives, policies, procedures and work standards for a variety of projects and/or programs of the branch.
  • Selects or directs the selection and supervision of assigned department staff; provides for staff training and professional development; reviews and evaluates the work of staff directly and through subordinate supervisors.
  • Develops and implements management systems, procedures and standards for program monitoring and evaluation.
  • Participates in the preparation and administration of unit, program and branch budgets; monitors expenditures and recommends revisions and adjustments as appropriate.
  • Identifies problems, determines analytical approach, obtains and analyzes necessary information; provides technical assistance to others on administrative, programmatic and analytical matters.
  • Evaluates alternative courses of action and initiates, develops, and implements new and effective ways for delivering services, increasing productivity and organizing operations.
  • Participates in the development and ongoing integration of department functions and activities; provides input to enhance and maintain integration of services.
  • Receives and oversees branch responses to community complaints; researches or directs the research of complaint; ensures proper action is taken to resolve complaint or assure community member of appropriateness of action.
  • Prepares program and other status reports for Branch Director; makes recommendations for policy, procedural development and planning activities.
  • Plans, researches, and evaluates systems and operations for maximization of resources, including grants, contracts, staffing, facilities, equipment, and materials.
  • Conducts or directs organizational studies and reviews and implements changes and procedural modifications to promote efficient operations.
  • Directs and participates in the preparation and review of financial and other reports and studies for department and County management and other agencies.
  • Coordinates planning for proposed projects, provides information to various groups, and responds to expressed concerns.
  • Assists in the development of provider sub-contracts; reviews time-frames; monitors activities and provides technical assistance to ensure compliance.
  • Represents the County and the branch at meetings with representatives of governmental agencies, professional and business organizations and the public; participates on a variety of interagency committees; consults with community groups on branch services and activities.
  • Coordinates the work between branch units, programs, divisions and outside agencies and individuals promoting inter-program collaboration; conducts staff meetings.
  • Represents the branch to the Board of Supervisors and acts as liaison between the branch and other governmental agencies, news media and the public; makes presentations to the Board of Supervisors.
  • Counsels employees and effectively recommends disciplinary action and other personnel decisions.
  • Ensures adherence to laws, regulations, policies, procedures, codes and guidelines, and provides technical assistance to staff.
  • Demonstrates and models leadership in program development and implementation, service delivery, program monitoring and change management.
  • Serves as the Director in Director's absence and acts for the Director as assigned.

QUALIFICATIONS
Knowledge of:
  • Principles and practices of budget development and administration, goal setting, organizational planning,program development, implementation and evaluation.
  • Applicable federal, state and local laws, regulations governing branch programs and services.
  • Principles and practices of supervision and personnel management.
  • Interpersonal communication, team-building practices and conflict resolution.
  • Practices and techniques of employee motivation and development.
  • Principles of preparing grant applications and proposals, grant administration and monitoring.
  • Principles and practices of public funding, budget preparation, fiscal management and governmental accounting.
  • Community needs and resources; principles and practices of conducting needs assessment public relations.
  • Principles and practices of computer applications related to the work.

Other Requirements:
Must possess a valid California driver's license.
Desirable Education and Experience:
A typical way to obtain the knowledge and skills outlined
above is:
Equivalent to possession of a master's degree in public administration or a closely related field, and five years of full-time administrative experience in a human services or related position that requires the ability to evaluate, administer and control varied and complex programs involving large expenditures of funds. For some assignments possession of an appropriate license to practice as a Licensed Clinical Social Worker or Marriage and Family Therapist and five years of post-licensure experience is desirable.
