SUPERVISORY RESPONSIBILITIES
Supervises assigned staff, interns, and volunteers.
SUMMARY
The Database Analyst oversees database development and modification efforts and is responsible for the performance, integrity, and security of Fresno EOC’s information systems’ databases. The Database Analyst provides technical expertise in data analysis, architecture, design, implementation, and maintenance of database management systems that support the Agency’s vision and program applications. Additional responsibilities include reporting, data input and output, technology management, and end-user training and support.

DUTIES AND RESPONSIBILITIES/ESSENTIAL FUNCTIONS
Oversees database development and customizations including interfacing to other database platforms.
Conducts data analysis for all Fresno EOC programs.
Designs and implements secure, efficient, and accurate databases.
Maintains current and accurate knowledge of data storage and management best practices.
Ensures databases are designed to meet specifications and requirements at minimum cost.
Ensures database projects are completed on time and within estimated costs.
Develops and maintains documentation and standards of database development and customizations.
Develops database utilities and automated reporting. Analyzes reporting for accuracy and reasonableness of results.
Identifies and resolves production and/or applications development problems related to the use of the database management system software or utilities.
Gathers, organizes, and interprets statistical data from the database to provide reports to, and answer questions from, upper management.
Evaluates and recommends new database technologies.
Travels for agency business using reliable transportation.
Works evenings and weekends as required.
Performs other duties as assigned.

EDUCATIONHigh school diploma or GED.
Bachelor’s Degree in Business Administration, Statistics, Mathematics, Accounting, Information Systems or Computer Science preferred.
EXPERIENCEMinimum of two (2) years of data processing experience with a minimum of two (2) years of experience with database management systems or two (2) years as a development programmer/analyst using database techniques.
SQL experience preferred.
Experience in developing reports and dashboards using Business Intelligence tools preferred.
OTHER QUALIFICATIONSCertifications in MCSE DBA preferred.
Previous experience working in a Community Action agency environment desired.
Understanding of blockchain concepts and implementation of technology required.
Proficient in Microsoft Office Suite and related business software.
Effective presentation, written and verbal communication skills.
Excellent organizational skills and attention to detail.
Understanding of computer languages used within database.
Understanding of database design and construction.
Knowledge of utilizing statistical methods to perform in-depth data analysis.
Ability to extract complex information from multiple sources and derive actionable insights.
Experience in developing queries using various analytical tools and communicating key findings.
Proficient in using DAX functions and LOD Expressions.
Advanced analytical abilities, team-working capabilities, and results-oriented nature.
Willing to work non-traditional hours and days to meet the needs of this position.
Maintain a valid California driver’s license, reliable transportation, adequate auto insurance as required by State law, and insurability by agency carrier for those driving agency vehicles.
