Lake Tahoe Community College (LTCC) District announces an opportunity to work as a Database Analyst for Institutional Effectiveness.
The Office of Institutional Effectiveness (IE) at Lake Tahoe Community College aims to continuously build and support a culture of inquiry and evidence-based decision making. The department supports student success and pursues institutional excellence by providing support and leadership in the areas of accreditation, planning, research, assessment, and evaluation.
APPLICATION PROCESS:
After review, suitable applicants will be invited by phone or email on or around Thursday, February 22, 2024 to participate in a skills assessment. Successful candidates will then be interviewed by a committee of approximately 3-5 individuals; these interviews are tentatively scheduled for March 7, 2024. Meeting the minimum requirements does not guarantee an interview. LTCC reserves the right to return to the applicant pool at any point during the recruitment process.
COMPENSATION:
Salary Range: LTCC offers a competitive compensation package that includes a starting placement salary of $64,785 to $71,505 annually, dependent on education and experience. There is potential to reach $82,876 annually, through step advancement plus longevity when appropriate. In addition to base salary, this position qualifies for extra bilingual (Spanish), masters or doctorate pay.
Benefits: Health and Welfare benefits include medical, dental, vision, life insurance, and long term disability. Several plan options maintain a zero monthly premium cost from the employee and include full coverage of a gold-level medical plan that, on average, covers 80% of healthcare expenses for a standard population. LTCC also matches 27% of an eligible employee’s salary and contributes it into a CalPERS pension account for qualifying employees. This position may qualify for the telecommute pilot program, which allows employees the opportunity to telecommute for up to 20% of the work week.
Work-Life Balance: This position is 40 hours per week and 12 months per year, including summer and winter hours. Hours are expected to be Monday-Friday, generally within the hours of 8 am to 5 pm, hours may vary according to the needs of the program. This position is eligible for overtime compensation (non-exempt).
LTCC provides a generous leave package including 17 paid holidays per year plus 12 days vacation (with the potential to reach 24 days through years of service) and 12 days sick leave per year. Furthermore, LTCC has made a commitment to full closures during holiday breaks and several weekends adjoining holidays to provide employees the ability to take advantage of holiday and vacation usage.

Description:

Definition:
Under the direction of the Director of Institutional Effectiveness, provide System Query Language (SQL) programming analysis of technical specifications and coding to maintain, modify, expand or create and respond to user needs; ensure operation of programs within District’s administrative applications/systems; perform a variety of technical duties in the development, maintenance and analysis of assigned computer database systems; organize the activities and operations of the MIS data validation processes; develop, test, implement, maintain and document programming code for existing and new administrative software application; provide for system enhancements; facilitate the computerized collection, management, manipulation and distribution of data used for analysis and reporting.
Representative Duties:
Utilize and support integrated management information systems and related interfaces to perform complex technical duties including analysis, development, operation, and programming for reporting, data submission and extraction and custom workflows; assist with customized report development.
Create and develop custom SQL queries; design, develop and write subroutines, computed columns, and scripts to meet District reporting needs and user specifications; assist with the collection and distribution of data used for research, analysis, and reporting; analyze data; ensure accuracy of data output; prepare and submit reports.
Participate in testing of updates, processes, integrations and applications to ensure accuracy, effectiveness, and usability; research, evaluate and recommend solutions and enhancements to promote system performance, reliability, and operational productivity; develop and manage a calendar of required reports while maintaining established security protocols and confidentiality of restricted data.
Maintain awareness of technological developments in support of enterprise applications; make recommendations; interact with resources such as user groups and technology organizations
Utilize existing processes and assist with the development of new processes to move data between systems including providing data migration support for integration projects; map data elements; translate data between disparate systems; guide end users in the appropriate maintenance of data to ensure data integrity.
Create and submit required documentation for Management Information Systems (MIS), National Student Clearinghouse, Integrated Postsecondary Education Data System (IPEDS), and Gainful Employment reporting, 1098-t tax documents; and assist with creation and maintenance of database generated reports (Business Objects) and dashboards (Tableau) for District use.
Perform system troubleshooting; assist with problem-solving efforts including interacting with external vendors, consultants, and college personnel.
Other Duties:

Education and Experience:

Education and Experience
Any combination equivalent to: Bachelor’s degree in information systems, computer science, or related field and three years of progressively responsible programming experience including familiarity with enterprise applications, student information systems, learning management systems, and data warehouses.
Knowledge of:

  • Practices, procedures and methods involved in the maintenance and analysis of assigned computer database systems.
  • Programming languages.
  • System Query Language.
  • Integrated data collection, management, validation and distribution requirements for analysis and reporting functions.
  • Management Information Systems reporting requirements and data elements.
  • Database structures, on-line applications and system capabilities of the District’s computer systems.
  • Principles, practices and techniques of data base structures and system enhancements.
  • Principles, methods and procedures of operating computers and peripheral equipment.
  • Principles and practices of data processing as applied to automation of office procedures.
  • Record retrieval and storage systems.
  • Oral and written communication skills.
  • Interpersonal skills using tact, patience and courtesy.
  • Technical aspects of field of specialty.
Ability to:
  • Test and debug programs and products.
  • Analyze and maintain integrated enterprise systems.

  • Review and evaluate existing database designs to determine effectiveness and operational efficiency.
