We are seeking a General Programmer/Analyst Intermediate (Data Manager) to join the Technical Services Group (TSG) at Survey Research Operations (SRO). SRO is the operations branch of the Survey Research Center (SRC) at the ISR. Data managers report to our lead (senior) Data Manager. They work on multiple survey research projects and may serve as the primary Data Manager on large or complex survey projects. Using SAS, Python, and SQL, Data Managers develop and execute procedures for organizing, classifying, and reporting on complex information during all phases of a project's life cycle. This position is unique in that Data Managers act as the hub for coordinating with other entities in SRO to execute all phases of a project.

Responsibilities*
DataManagement(70%)
Establish variable naming conventions, program recodes and derived variables necessary for quality control and monitoring of production.
Query, transform, clean, integrate, curate, analyze, and report on a variety of complex research and administrative data.
Perform complex database queries and develop datasets and ad hoc reports for data collection quality control, production monitoring, and analysis.
Diagnose, identify, and resolve time-sensitive technical or data problems, including programming and procedural errors.
Prepare and document final versions of complex datasets including cleaning, recoding, reformatting, and outputting data (in a variety of formats) as necessary for delivery to key stakeholders.
Harmonize data with previously collected data or aggregate disparate data sources for analysis and reporting.
Work across multiple software/system domains within a single project.
ProjectManagement(25%)
Collaborate with project team members, and sometimes with Principal Investigators, on survey research project design.
Lead the setup and implementation of project-specific computerized sample management systems.
Document the quality assurance operations performed, provide documentation on datasets.
Test third party and in-house data collection systems and utilities to verify that the inputs and outputs work as expected.
Establish quality control standards based on project design and need.
Collaborate with other members of TSG (and SRO) to resolve data issues and/or accomplish tasks that rely on multiple team members.
GeneralandDevelopmentalResponsibilities(5%)
Participate in the design and development of methods for collecting, organizing, and reporting on survey and process data.
Identify opportunities to improve the efficiency and quality of data processing and collaborate with team members to implement solutions.
Create training materials and general documentation as requested.
Required Qualifications*
  • Bachelor's degree.
  • At least three years of data management programming experience using common data management tools such as SAS, SQL, or Python.
  • Experience must demonstrate knowledge of basic programming concepts and include experience combining data from disparate sources, programming reports, cleaning and preparing data for analysis, and debugging data in complex applications.
  • Experience querying, managing and testing data in applications that store data in relational databases, including broad knowledge of relational database concepts.
  • Experience using methods or processes to determine whether data meet overall quality goals and defined quality criteria.
  • Strong organizational skills including experience prioritizing tasks in a fast-paced production environment. This includes the ability to multitask between multiple projects and timelines.
  • Effective communication skills and experience composing technical documentation.
  • Demonstrated ability to work with minimal hands-on supervision and to make independent process and technical decisions.
  • Demonstrated history of working collaboratively with team members and colleagues at all levels. As well as eagerness to seek out, and offer, help within a multidisciplinary team.
  • Desire to learn new data management software and techniques.

Desired Qualifications*
  • Advanced programming skills in data management or report programming using tools such as VBA, Python, SAS macro, and SQL Server Reporting Services (SSRS).
  • Experience with survey data collection applications and working directly with the associated data/paradata.
  • Experience with Microsoft Access is a plus.
  • Interest in Survey Methodology and how it relates to data management.

Underfill Statement
You will be based in Ann Arbor, Michigan with a salary range of $65,000-$75,000 annually, depending on the qualifications and experience of the selected candidate. This posting may be under-filled at the Associate level, depending on qualifications. The salary range for the Associate level is $50,000 - $65,000.
At the intermediate level, you would receive more general supervision, and be project-based, where you may be responsible for all Data Manager aspects of a research project. The associate level is more task-based, and you may be asked to assist one or more intermediate or senior level Data Manager(s) with ad hoc tasks on given projects, as well as other miscellaneous tasks for the team.
Additional Information
Many of SRO's projects involve multiple types of data and technical systems. Access to these systems and data files may be limited, in varying degrees, according to their sensitivity. The most sensitive data may only be accessible by Data Managers and other employees who have passed federal background checks (up to level 5), are US citizens, have signed Data Use Agreements, and have passed other industry standard background and security checks. We seek candidates who agree to submit to SRC-funded background and security checks as necessary.
