Program Description:
The Bureau of Vital Statistics manages, analyzes and grants access to vital event data used for surveillance and research regarding health factors pertaining to births, death and terminations of pregnancy in New York City. Vital event data are used by most health department programs (including infectious and chronic diseases, community health, environmental/occupational health, and health care access) and reported to national agencies.
Summary of Position:
The Office of Vital Statistics is seeking a Data Analyst. This position will report to the Director of the Statistical Analysis and Reporting Unit in the Office of Vital Statistics, which is situated within the Bureau of Vital Statistics. Staff in this Unit work on vital statistics data analyses, data requests, and research projects; provide data to DOHMH programs, other government agencies, not-for-profit organizations, academic researchers, and others for public health and administrative purposes. The individual in this position will also ensure that proper data governance procedures are followed when sharing and releasing data, assisting the Data Privacy Officer with tasks on an as-needed basis.
Specifically, the Data Analyst will be responsible for:
- Conduct statistical analyses of birth, death, other vital event data, and other registry or survey data, applying standard analytical tools to address the research questions posed.
- Prioritize and complete internal and external vital statistics data requests as assigned in collaboration with Data Privacy Officer.
- Produce Annual Summary of Vital Statistics data tables and figures in collaboration with the Office of Quality Improvement. Compile Annual Summary of Vital Statistics for web posting and printing.
- Produce routine quarterly, monthly, and weekly reports.
- Support internal and external colleagues on data provision and analysis.
- Create datasets for DOHMH programs and external researchers.
- Provide consultation or guidance to internal and external data requesters on statistical methods and data interpretations.
- Work independently or collaborate with other internal or external researchers on analyses, reports, and peer-reviewed manuscripts, to share these data with wider audience.
- Lead data analyses on Bureau-prioritized law enforcement-related deaths project.
- Respond to data requesters, verify proper data governance procedures, and track progress of data requests, as needed.
- Other tasks, as assigned.
Qualifications and Requirements:
- A master's degree or doctorate from an accredited college or university with a specialization in an appropriate field of public health, epidemiology, statistics, or health economics.
- The candidate should have academic training in public health, statistics, including applied epidemiology.
- Strong written and verbal communication skills are required.
- Extensive experience using SAS or R and experience using Microsoft Office, Excel, Access, and PowerPoint are also required.
- Being familiar with mapping software, such as ArcGIS SQL, or Tableau is a plus.
- The candidate should be a self-starter with strong initiative and sound judgment, who is able to work both independently and, in a team, to analyze data and provide written interpretations of both statistical analyses results and methods.
- The preferable candidate will have experience presenting results to expert audiences, such as at national public health conferences and in peer-reviewed manuscripts.
- The preferable candidate will also have knowledge and experience with the electronic death and birth registration systems, the cause of death coding system within the International Classifications of Diseases (ICD) framework, and experience with large administrative datasets.
- Salary: $82,506 - $94,882
