Description
POLICE DEPARTMENT
Under general direction, the purpose of the position is to process crime scenes of various natures and bio-hazardous levels to their full extent, in addition to receiving, cataloging, storing, and processing items for latent prints and potential DNA of evidentiary nature that are turned in by members of the Sanford Police Department. Employees in this classification are accountable for proper management of all items, and adherence to all laws governing the handling of police evidence which can pose a biological or health risk to the Crime Scene Technician. Objective is to organize and administer division operations to ensure safety and integrity of evidence, to provide accessibility to authorized personnel, and to ensure the accurate documentation of cataloging, photographing, tracking, releasing and disposing procedures.
Examples of Duties
Respond to and processes crime scenes to include attending autopsies as assigned.
Receives and documents all newly submitted property and evidence from departmental personnel to criminal investigations; accurately categorizes and archives items.
Receives and documents materials submitted by departmental personnel as evidence in criminal investigations and prosecutions; tests materials; packages and transfers materials to laboratory for additional analysis.
Releases property/evidence to authorized departmental personnel for investigations and court proceedings; maintains disbursement files to track released items in accordance with departmental policies.
Process lab requests including processing for latent prints, disseminating evidence to proper authorities, copying and or photographing evidence, retrieving audio / video footage, and collecting DNA samples.
Receives, catalogs, stores, releases, tracks and disposes of all property/evidence stored. Releases items to the general public in accordance with departmental policies and procedures.

Utilizes physical and chemical techniques for the recovery of latent prints on various surfaces; which will include mechanical, potentially hazardous chemicals, and forensic light source techniques to photograph or record scenes and items of evidentiary matter; variety of techniques, including mechanical and chemical, for the recovery of forensic evidence which will include but not limited to, shoe and tire impressions, biological and trace evidence; computer equipment and forensic software, scale diagrams, and image recovery.

Photographs evidence; performs data entry and filing tasks of photos and evidence; maintains all property/evidence software applications and backup records.
Disposes of items in accordance with Florida State Statute and departmental policies and procedures; researches case progression and completion; researches software databases.
Prepares written reports on evaluating and examinations indicating results of findings; and presents expert testimony in court proceedings, which may be necessary for the efficient and effective performance of the position functions.
Attends training sessions and seminars as directed, as well as, Attend autopsies for the purpose of documentation, evidence gathering, and to obtain necessary evidence for the identification of persons.
Work various shift hours and maintain an on call status for crime scene call outs.
ADDITIONAL POSITION FUNCTIONS
Performs related duties as directed when such duties are a logical and appropriate
assignment to the position.
The work environment is a laboratory atmosphere with a heavy emphasis on field work investigation. The technician must be able to multitask and handle a fast pace stressful working condition. In addition, technicians must be able to work in an environment where there is exposure to scenes of graphic nature, as well as being able to work with chemical, organic compounds, biological substance and hazardous materials.
Minimum Qualifications
NEW HIRE INCENTIVE
up to 10% of the minimum of the new hire employees' position paygrade.
**Incentive Agreement Required**
High School Diploma or GED; and college coursework in photography or crime scene processing; supplemented by six months related work experience; or an equivalent combination of education, training, and experience.
Current and valid Florida Driver's License.
Employee shall obtain the National Incident Management System ICS-100 Introduction to the Incident Command System and IS-700 National Incident Management System, An Introduction within six (6) months of employment. The following courses are designed to provide a -baseline, as they introduce basic NIMS and ICS concepts and provide the foundation for higher-level Emergency Operations Center (EOC), MACS, and ICS related training.
Supplemental Information
Knowledge of local, state and federal laws, departmental policies and procedures as they relate to crime scene investigations and recording tasks.
Knowledge of the City's judicial system, and operations and procedures for criminal prosecution as they relate to evidence.
Knowledge of all functions relevant to the receiving, processing, documenting, tracking and releasing of evidence/property.
Knowledge of business English, e.g., spelling, grammar, punctuation, and vocabulary.

Ability to clearly communicate information both verbally and in writing.
Ability to understand and carry out oral and written instructions, giving close attention to detail and accuracy.
Ability to read and interpret documents such as safety rules, operation and maintenance instructions, and procedure manuals.
Ability to perform highly responsible work while maintaining the integrity and security of police evidence.
Ability to establish and maintain effective working relationships with departmental personnel, supervisors and the general public.
Ability to operate basic photography equipment; ability to operate basic office
equipment, e.g., computer terminals, printers, copy machines, telephone systems,
facsimile machines.
PHYSICAL REQUIREMENTS
While performing the essential functions of this job the employee is regularly required to stand, walk, use hands to finger, handle, or feel, reach with hands and arms, climb or balance, stoop, kneel, crouch, or crawl, and lift and/or move up to 10-25 pounds.
While performing the essential functions of this position work is performed in usual office conditions with rare exposure to disagreeable environmental factors, e.g., dust, cleaning chemicals/fumes, mild temperature variations. Some tasks are performed in outdoor environments and include potential for intermittent exposure to disagreeable elements, e.g., heat, humidity, inclement weather. These tasks may include working in and around moving vehicles and associated vehicle/equipment areas, where heightened awareness to surroundings and observance of established safety precautions is essential in avoidance of injury or accidents.

Flexible Spending Account

New Hire Incentive
A. Pre-employment conditions
If an employee voluntarily executed an Employee Recruitment Incentive Program Agreement prior to the date of hire upon employment, the new employee will receive:
(i). 5% of the minimum of the newly hired employee's authorized position pay grade to be paid in the employee's initial paycheck.
(ii). 5% of the minimum of the newly hired employee's authorized position pay grade in which they were initially hired to be paid after the latter of either:
  • Successful completion of the probationary period, or
  • All conditions within the new employee employment letter have been fully and successfully satisfied such as, by way of example only, CDL license, plant operator license, etc.
(iii). No payment if a new employee declines to execute an Employee Recruitment Incentive Program Agreement.
B. Post-employment conditions.
If an employee voluntarily executed an Employee Recruitment Incentive Program Agreement after employment with the City and within 30 days from the date of hire, the employee will receive:
(i). 3% of the minimum of the newly hired employee's authorized position pay grade to be paid in the employee's initial paycheck.
(ii). 3% of the minimum of the newly hired employee's authorized position pay grade in which they were initially hired to be paid after the latter of either:
  • Successful completion of the probationary period, or
  • All conditions within the new employee employment letter have been fully and successfully satisfied such as, by way of example only, CDL license, plant operator license, etc.
C. The Employee Recruitment Incentive Program Agreement shall, at a minimum, provide that if the employee should leave City employment for any reason, whether voluntarily or involuntarily, within 36 full months after the date of hire, the employee will reimburse the City according to the following schedule:
(i). If termination is less than 12 full months of employment with the City: 100% of all incentives paid by the City to the employee shall be reimbursed to the City.
(ii). If termination is 12 months or more, but less than 24 full months of employment with the City: 75% of all incentives paid by the City to the employee shall be reimbursed to the City.
(iii). If termination is 24 months or more, but less than 36 full months of employment with the City: 50% of all incentives paid by the City to the employee shall be reimbursed to the City.
(iv). Once the 36 full month period from date of hire has expired and with the employee still employed with the City, the employee shall have no further incentives reimbursement obligations to the City.
Excludes temporary positions, positions in which the incumbent has received a new hire or recruitment incentive, all Sanford Police Department sworn personnel and Cadets as the Police Department has an existing New Hire Incentive program for its sworn personnel and Cadets, and all Sanford Fire Department positions requiring either Firefighter/EMT and Firefighter/Paramedics certifications.
