DESRIPTION
JSI is a public health management consulting and research organization dedicated to improving the health of individuals and communities throughout the world over the last forty years. JSI is currently seeking an outstanding Country Support Officer for the USAID-funded Country Health Information System and Data Use (CHISU) global cooperative agreement. This is a full-time position based in Arlington, Virginia, USA with remote work negotiable with supervisor.
CHISU is a project designed to enhance host country capacity to produce high-quality health information, to optimally manage this information, and to institutionalize evidence-based decision-making. The project will work with USAID- supported host country health managers, health workers, and other stakeholders to strengthen the enabling environment of health information management and strategic planning in order to: improve harmonization of fragmented information systems, reduce duplication of data collection, and improve monitoring and tracking of a country’s own health trends and priorities.
CHISU is seeking a Country Support Officer to assist with oversight of the project country and regional programs. The Country Support Officer works within the Country Support Unit, while working closely with operations and technical staff to ensure cohesive and effective implementation of mission-funded programs, as well as coordination of mission- and core-funded activities implemented in countries. The Country Support Officer provides information needed by country teams and project management for programmatic and budgetary decision making, and assists with facilitating key partnerships critical to the functioning of CHISU. In this role, the Country Support Officer coordinates cross-partner collaboration at the country and regional levels, facilitates training and technical updates for country-based staff, and ensures clear and systematic information-sharing between countries, regions and HQ. This position will report to the Country Support Manager.
RESPONSIBILITIES
- Ensure support to multiple country teams by maintaining regular communication with the Resident Advisors, in-country staff, and partners
- Support cohesive project implementation through close collaboration with the technical and operations teams
- Facilitate technical review of country or regional portfolios, review and/or create progress reports
- Negotiate new and continuing work plans with USAID Missions or Regional Bureaus
- Coordinate the implementation of approved work plans with country and regional teams
- Track relevant project deliverables, including but not limited to proofreading and editing as needed
- Review and maintain country information files
- Compile and prepare information for CHISU project reviews and planning
- Participate in the recruitment, onboarding, and mentoring of in-country staff
- Liaise with the Monitoring, Evaluation, and Learning team to ensure that required data are being captured or collected, analyzed and used appropriately to monitor and report on the progress of country level programs
- Work with the Communications Team to produce, package and publish country level reports, including preparing technical briefs, peer-review journal articles, blogs and success stories for publication
- Work closely with the Finance and Operations Team on items such as recruitment, logistics, and financial support
- Provide direct technical assistance to country activities, as needed (e.g., in country training and workshops and preparation of technical reports)
- May have other duties as assigned
QUALIFICATIONS
- Bachelor's Degree in Program Management, International Development, Public Health, or related field is required. Master’s degree preferred
- Two (2) to four (4) years experience supporting implementation of activities in multiple countries in a donor-funded or USAID environment is required
- Fluency in FRENCH in addition to English is highly preferred
- Proven diplomacy and/or negotiation skills and management experience
- Excellent written and verbal communication skills
- Attention to detail, ability to work in teams and manage workflow processes under time sensitive project deadlines
- Computer literacy with demonstrated use of quantitative and qualitative analysis, and word processing, database, and graphics software
- Excellent writing and communications skills in English, including technical writing skills—prior publications a plus
- Ability to work independently and manage various projects on a daily basis with minimal supervision
- Ability to work effectively and harmoniously with others and in diverse cultural settings including across technical and country teams and with client representatives
- Willingness to travel internationally up to 30% of the time
