Job Description
The primary objective of this key company role is to prepare cost estimates for underwater, marine, and heavy civil construction projects, primarily focusing on the construction of underwater energy related infrastructures such as water intakes, outfalls, and subaqueous pipelines. BIDCO specializes in the rehabilitation of navigational locks, deep-water dams and their associated flow control structures, the design and implementation of bulkheads, gates, and cofferdams, and pursuing underwater work associated with offshore windfarm and cable lay projects across the Great Lakes and Atlantic Seaboard.
The Estimator / Civil Engineer may also direct and manage contracting projects throughout the entire project cycle from initial concept, design, bidding, construction and throughout successful completion. Finishing assigned projects in accordance with customer specifications and within schedule and budget limitations, coordinating activities of administrative, engineering and construction teams, contractors, and vendors.

Key Tasks and Responsibilities
- Analyze plans and specs to perform quantity takeoffs.
- Prepare estimates of material, labor, and equipment cost for bid-build projects.
- Determine appropriate means and methods of construction.
- Estimate various types of work including piling, concrete structures, and structural steel.
- Design or coordinate design of temporary structures such as shoring, false work, cofferdams, formwork, and templates.
- Communicate with subs and suppliers regarding pricing, scope, project requirements, and terms.
- Analyze and compare quotations during bid closeout.
- Assist with bid closeout and final proposal preparations.
- Assist with writing technical proposals.
- Prepare schedules for estimates.
- Travel as required to attend meetings, site visits, training, etc.
Education/Experience
- Bachelor's degree in Civil Engineering or construction management is required.
- Ten years of relevant Civil Engineering and estimating experience is required.
- Excellent analytical skills for reviewing costs and preparing budget reports.
- Must possess strong organizational and communication skills.
- Ability to work under pressure and coordinate numerous projects and activities.
- Strong numerical and reasoning abilities.
- Participative management type – advocates team concept.
- Well-developed interpersonal skills. Ability to get along with diverse personalities.
- Ability to establish credibility and be decisive – but be able to recognize and support the company’s preferences and priorities.

Being a small closely held company, members of the management team are key company employees, working closely with the Company's owners and hands-on across many aspects of the Company’s operations. Currently, and including two active principal positions, there are seven full time management / administrative employees and two part time professional positions (all non-union) at our beautiful modern marine facility in Buffalo.
The company typically employs 20-40 commercial divers, operating engineers, and marine tradesmen daily. BIDCO is a union contractor across the northeast and mid-west but maintains an open shop maintenance facility in Buffalo.
