Job Description: 

SimIS Inc seeks a Senior Requirements Manager to assist our NATO ACT customer with the capture, development, architecture, data science, operational analysis, and quality assurance to Capability Program Managers and projects. The candidate will develop the Capability Requirements Brief and recommended courses of action to resolve issues associated with the life cycle management of requirements using matrixed, cross-functional project- specific Requirements Management teams. The requirement is for a Base Period of 5 February through 1 December 2024 and two (2) one year options.   

Experience Required: 

  • Bachelor’s degree in business, economics, administration, management, resourcing or risk management. Five years’ equivalent experience in business, economics, administration, management or resourcing will be accepted in lieu of the degree. 

  • Five years of experience in the field of business, economics, administration, management, resourcing, or risk management. 

  • Program or project experience in the past 10 years within a complex and dynamic environment. 

  • Demonstrate 3 years of recent experience in briefing senior leaders/decision makers. 

  • Demonstrate 3 years of recent experience using resourcing processes in national or multinational resource planning. 

  • Experience in risk assessment. 

  • Experience with lean processes. 

  • Experience in national or multinational budget development. 

  • Experience with MS Project. 

Special Skills/Knowledge/Training Required/Desired: 

  • Write well-developed reports, briefings, point papers and plans (as required). 

  • Conduct data gathering, collating and analyzing of requirements to develop comprehensive studies and reports. 

  • Work across the NATO directorates and joint centers and externally with other stakeholders to define, collate, prioritize and justify military requirements in the Medium Term Military Plan (MTMP) and Medium Term Resource Plan (MTRP). Adapt the MTMP/MTRP to the new capability-based Requirement Area Framework. 

  • Conduct prioritization and risk analyses on military requirements to ensure the Governing Bodies, comprised of national delegates from all NATO nations, fully understand the requirements, operational risk and prioritization to support funding decisions. 

  • Develop justifications and briefings to support SACT’s discussions with the IMS, the IS-NOR and Nations in the MCWG (P&C), MCWG (Resources) and the RPPB with the aim to defend and clarify the BHs’ input to the NATO Common Funded Resource Plan. 

  • Contribute to the development/revision/implementation of the Warfare Development 5 year plan (WD5) and 1-year Warfare Development plan. 

  • Document lessons identified/learned and draft ACT’s inputs to the revision of Resource Directives e.g. MC 0680–The Military Contribution to the Resource Planning Process. 

  • Conduct analysis and develop business cases to identify common funding efficiencies for enduring savings in the Military Budget. 

  • From ACT’s perspective, evaluate the NATO Common Funded Resource Planning process and propose methods and tools to automate, speed and mistake proof the process.
