Description
Language Access Contract Manager(MAPS3/MPD) - In Training

This position is a Medical Assistance Program Specialist 3 goal class, with a 12-month Medical Assistance Program Specialist 2 in-training to a Medical Assistance Program Specialist 3 job class. The class the incumbent will begin in will be based off the qualifications and experience of the incumbent.
Salary Ranges are as follows:
Medical Assistance Program Specialist 2 - $4,968 -$7,368 Monthly
Medical Assistance Program Specialist 3 - $5,479-$6,676 Monthly

These positions help the Medicaid Interpreter Services Program (ISP) provide spoken language interpreter services within the parameters of the Language Access Providers Union and ensures compliance with the Collective Bargaining Agreement, as well as sign language interpreter services, supporting the agency's adherence to Civil Rights laws.
About the division:
The Mission of the Medicaid Programs Division (MPD) and Integrity in the Health Care Authority (HCA) is to provide high quality administrative services to assist in the purchase and delivery of medical assistance program services to clients and members. MPD works across the agency and in partnership with the health care community and community stakeholders to develop and manage high-quality, evidence-based health care programs and purchase services that enhance Medicaid enrollees' ability to access appropriate, quality health care.
About the position:
This Interpreter Services Program Manager (MAPS3) assists in achieving HCA's mission and supports the agency's vision and values by administering the Medicaid Interpreter Services Program (ISP) that supports access to quality health care and linguistically and culturally appropriate Language Access services for Medicaid Apple Health enrolled providers serving Medicaid Apple Health enrolled clients. As HCA's statewide subject matter expert on the Medicaid ISP for Over the Phone Interpreting (OPI) and Video Remote Interpreting (VRI) Spoken Language Interpreting or In Person Interpreting (IPI) Spoken Language Interpreting, this position is a direct report to the Federal Reimbursements and Interpreter Services (FRIS) Section Supervisor and provides consultative professional and technical subject matter expertise and recommendations to the HCA executive leadership, affected state, local, and federal government partners, non-profit and for profit organizations, and community partners.
This position is eligible to telework and is typically not required to report on-site. The default assigned work location of all Health Care Authority (HCA) positions - both on-site and telework eligible positions - is within the State of Washington. Frequency of onsite work will vary based on business and operational needs. HCA may choose, but is not required, to support out-of-state telework on a case-by-case basis.
Duties
Some of what you will do:
  • This position is assigned to the Interpreter Services Program unit and is directly responsible for the ongoing development, planning, and oversight of the spoken language OPI/VRI or IPI component of the statewide ISP and related contracts. This position is responsible for the ongoing development, planning, and oversight for the statewide ISP for spoken language OPI/VRI or IPI services and labor relations and collective bargaining agreement compliance and oversight components of the ISP. This position works independently to administer and oversee the spoken language OPI/VRI or IPI component of the statewide ISP and to collaborate and assist in administering the other components of the spoken language program and labor relations and CBA components of the ISP including aspects that cross between program components. This position may also assist with the sign language component of the ISP.
  • Use independent judgment and program subject matter expertise and knowledge to develop, write, and oversee all aspects of the assigned ISP components including business requirements, policy promulgation, contract development, contract execution, claiming processes, contract monitoring, claim payment, writing and maintaining current IS claiming guides, training manuals and provider and stakeholder training to ensure the program is in compliance with collective bargaining guidelines, state and federal laws.
  • Provide subject matter expert review to internal leadership on questions.
  • This position is responsible for comprehensive program design and development, policy promulgation, contract development and implementation; program and contract monitoring, developing, and maintaining program guidance, manuals and training materials, developing and conducting program training and presentations, claims processing, and providing technical assistance to contractors and stakeholders. As the HCA Medicaid subject matter expert for spoken language OPI/VRI or IPI services, this position is independently responsible for ongoing program planning, program development, and strategic program recommendations, including external stakeholders, to improve and assure continued Medicaid eligible client access to Apple Health covered services. This position provides expert consultation on all aspects of the statewide Medicaid ISP including but not limited to; program design, contract administration, claiming and invoicing requirements, national trends and/or concerns related to assigned programs and contracts and technical subject matter expertise.
  • The position may be required to professionally represent the agency during internal and external stakeholder meetings including, but not limited to, HCA executive leadership, affected state, local, and federal government partners, nonprofit and for-profit organizations, and community partners other local and state agencies as needed.

Qualifications
Required qualifications:
To start at the Medical Assistance Program Specialist 2 In-Training to Medical Assistance Program Specialist 3 level:
  • A master's degree with major study in public health, public administration, social work, or closely related field AND two (2) years of supervisory or consultative experience in health services, social services, or Medicaid programs.

OR
  • One (1) year as a Medical Assistance Program Specialist 1.

OR
  • A bachelor's degree AND two (2) years of experience as a Financial Services Specialist 5 or as a WorkFirst Supervisor.

To start at the Medical Assistance Program Specialist 3 level:
  • A master's degree from an accredited college with a major study in public health, public administration, business administration, social work, or closely related field AND three (3) years supervisory or consultative experience in health services, social service, Medicaid, or social security disability programs.

OR
  • One (1) year as a Medical Assistance Program Specialist 2.

Note: Additional qualifying experience may substitute year for year, for required education.
Preferred qualifications:
  • Ability to work independently with limited supervision, utilizing available tools and resources to complete work assignments accurately and on time.
  • Skill in communicating and working effectively with a broad range of stakeholders with input and influence on program design and policy, including HCA and other state agencies, local government, federal government, non-profit and advocacy groups, contractors and other entities.
  • Ability to oversee and manage multiple, diverse assignments, track progress and achieve deadlines.
  • Skill in developing program materials that are accurate, clear, concise, and comply with the agency's communication and style guide standards.
  • Ability to complete analysis and make recommendations, including formal written reports and presentations, and informal program improvements.
  • Ability to envision and develop program improvements, implement improvements and monitor for effectiveness.
