BACKGROUND

Purpose of Activity/ Assignment:

Generation Unlimited (GenU) is a global Public-Private-Youth partnership, anchored in UNICEF, with a mission to skill the world's young people and connect them to entrepreneurship, employment and social impact opportunities.  Focus is on the most disadvantaged, especially young women, and on preparing young people for the twin digital and green transitions. Leveraging UNICEF's leadership and global presence, GenU brings together leaders from governments, UN agencies, the private sector, academia, international and civil society organizations, and young people to identify, co-create, resource and scale-up innovative programmes to expand opportunity for young people. Good programmes are matched with adequate financing and technical support and investors find viable solutions to invest in and strong accountability mechanisms that provide adequate assurance of results and financial management.   Young people are at the core of GenU – they are leaders in GenU's governance, advocacy, programme implementation and monitoring and evaluation, and youth-led organizations are supported to scale up their solutions, positively impacting the lives of those in their communities and countries.

GenU seeks the services of a consultant experienced in designing and developing youth centered solutions in order to help it articulate an Africa strategy that brings together these private and public sector partners to advance the ecosystem approach demonstrated by Yoma.

Scope of Work:

Under the direct supervision of the Innovation Manager (Generation Unlimited), with overall guidance from the Deputy Director, Partnerships, Resource mobilization and Innovation, in close collaboration with the GenU Africa Specialist and broader GenU partnerships team, the consultant will finalize the GenU Africa strategy narrative and pitch deck. The consultant will bring their experience to support the global GenU team, in consultation with the other partners in the ecosystem, to develop:

GenU Africa Strategy:

A unified GenU Africa strategy leveraging GenU’s Public Private Youth Partnership (PPYP) with key stakeholders including the African Union Commission (AUC), GenU’s private sector partners, GenU’s global solutions, and UNICEF regional and country offices. The goal is to build an ecosystem that supports skilling and connecting young people to economic opportunities through learning to earning pathways in the digital and green economies, with a particular focus on young women.

Qualifications 

Education:

Master degree in International Business, International Relations, International Development, or a related field Fluency in English is required, and strong written and verbal competency is necessary.

Work experience:

At least 8 years’ experience managing youth and adolescent skilling and employability programmes. Experience managing projects that leverage partnerships, networks, and ecosystems to drive educational and employment outcomes. Experience in strategy consulting. Experience in developing innovative solutions for development through human-centred design approaches. Experience working in developing country contexts, particularly across Africa. Experience working with international NGOs and developmental organizations. Experience in leading the development of comprehensive strategies for organizations, particularly focused on youth empowerment and public-private partnerships. Proven track record of developing and implementing strategies across Africa, with a focus on educational and employment outcomes for youth.

Upload copy of academic credentials Financial proposal that will include/ reflect : the costs per each deliverable and the total lump-sum for the whole assignment (in US$) to undertake the terms of reference. travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR. Any other estimated costs: visa, health insurance, and living costs as applicable. Indicate your availability Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF. At the time the contract is awarded, the selected candidate must have in place current health insurance coverage. Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Individuals engaged under a consultancy will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants. Consultants are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
