MISSION:
It is the mission of the South Carolina Department of Juvenile Justice (DJJ) to impact and transform young lives, strengthen families, and support safer communities through targeted prevention and rehabilitation.
JOB PURPOSE:
Oversees all of the agency's capital projects along with directly managing the design and construction process of projects of the highest complexity, scope and ensure budget oversight is maintained. This role will be the primary contact with the Office of State Engineer; Joint Bond Review Committee, Executive Budget Office, and others as needed in support and guidance of all agency capital projects.
JOB RESPONSIBILITIES:
Oversees the Capital Projects Team and ensure timeliness of all Human Resource requirements, including but not limited to Planning Stages, EPMS, and Position Description updates.
Provides building construction/facility infrastructure project management expertise for Capital Permanent Improvement Projects.
Provides oversight to other Project Managers and their projects, as well as guidance and consultation to leadership of DJJ.
Ensures that projects are completed on time and within established budget.
Completes all state required documentation to appropriate external decision makers in an accurate and timely manner for proper approvals.
Manages agency vendor consulting Architects/Engineers and Contractors.
Coordinates the activities of assigned projects with facilities management, security, maintenance supervisors, and occupants of the buildings in which building constitution and facility Infrastructure work Is performed.
Creates, maintains, and updates project documentation and flies for all assigned projects, throughout the life cycle of the project and ensures consistency across all project processes and documentation.
Develops detailed scopes of work to be included in procurement and contract documents.
Manages Task Order contracts and Competitive Sealed Bids for a variety of construction disciplines depending on project size and complexity.
Works with Agency Procurement Office and Office of State Engineers as needed.
Performs all other related job duties as assigned.
Minimum and Additional Requirements
STATE MINIMUM REQUIREMENTS:
A bachelor's degree in Construction Management, Engineering or Architecture, with related experience, or an approved equivalence from the Division of State Human Resources. Must have experience in managing large Construction Projects.
ADDITIONAL REQUIREMENTS:
Knowledge of the SC Consolidated Procurement Code.
Experience with the SC Office of State Engineer and SC Executive Budget Office project requirements, processes and forms (Manual for Planning and Execution of State Permanent Improvements).
Extensive knowledge of adopted building and related codes and laws.
Knowledge of the principles and practices related to Construction Project Management.
Demonstrate ability to communicate well with all stakeholders.
Proficiency In MS Project or other construction management solutions.
Under the direct supervision of Physical Plant Management, employee must be able to communicate verbally and in writing with executive managers, manage multiple priorities and work Independently on sensitive time bound projects.
This position performs Job duties relating to the custody, control, transportation, or recapture of youth within the jurisdiction of the Department of Juvenile Justice. The employee may have direct and indirect contact with youth within the jurisdiction of the Department of Juvenile Justice. Training applicable to these duties will be provided.

Preferred Qualifications
PREFERRED AGENCY REQUIREMENTS:
Certified Construction Manager (CCM), Project Management Professional (PMP), or Certified Building Official (CBO).
