Job Responsibilities
With our Agency's mission to support the recovery of people with mental illnesses, we provide a complete array of medical and support services for children, adults, and families throughout South Carolina.
This position is located at the Department of Mental Health, Physical Plant Services, 7901 Farrow Road, Columbia, SC 29203.
As the Construction Project Manager I, you will work closely with other Senior staff and project management to ensure construction and renovations meet agency requirements. Defines the scope of work projects, develops estimates, procures funding and coordinates work by either inside forces or outside contractors. Coordinates with Architects, Engineers, OSE and third-party inspectors to ensure all applicable safety, regulatory, DHEC and Joint Commision requirements are properly documented and executed. Supervises assigned subordinate staff.
Responsibilities include but are not limited to:
  • Plans, directs, coordinates, and controls specified new construction and renovation projects from commencement through completion; act as Owner's agent in project development with selected outside A/E firms, which may include the selection of the A/E; coordinates site selection, design development, selection of materials equipment selection and construction and contract management to the completion of the project.
  • Reviews and approves financial reports, pay applications, and A/E job progress reports to ensure that budgets and schedules are maintained. Responsible for quality, schedule and cost control.
  • Reviews A/E plans and specifications for conformance with Agency requirements. Follows State Procurement Code in dealing with A/E's, contractors, and suppliers.
  • Assists the Director in identifying, prioritizing, and developing the Comprehensive Permanent Improvement Plan (CPIP).
  • Plans, directs, and coordinates energy conservation efforts of the Agency. Prepares the annual SCDMH Energy Consumption Data Report. Utility conservation efforts include electricity, gas, fuel oil, and water.
  • Supervises leave policies and monitors timekeeping and attendance of subordinates.

Minimum and Additional Requirements
State Requirement: A bachelor's degree in Construction Management, Engineering, or Architecture with related experience.
Agency Requirement: A minimum of five (5) years Construction/Facility Project Management and Supervisory experience.

Preferred Qualifications
A bachelor's in Mechanical or Electrical Engineering.
Bilingual abilities in English and Spanish (or another language) are a plus.
Additional Comments
The physical activity includes construction management of project work to include site inspections of construction and renovation projects to ensure adherence to plans and specifications. Duties sometimes require climbing into building attic spaces, climbing ladders, inspections in and around work sites, etc.
