We are currently seeking an experienced professional to fill the position of Construction Coordinator - Design. The ideal candidate will possess the ability to understand, review, and prepare plans, specifications, and cost estimates for various construction projects, including new construction, renovations, and residential housing remodeling.
As the Construction Coordinator - Design, your responsibilities include overseeing and inspecting contractor construction for quality, code compliance, function, and aesthetics. Serve as an on-site technical liaison, coordinating interactions with designers, professional services, local jurisdictions, and property management simultaneously across multiple properties. Additionally, represent King County Housing Authority (KCHA) by monitoring the research and development of contract specifications and plans for a given project, troubleshooting issues, and addressing unforeseen construction complications on-site. Reporting directly to the Senior Construction Project Manager, Capital Construction and Weatherization, this position will be based at our central office in Tukwila, WA.

Essential Functions
The Construction Coordinator - Design will:
  • Oversees the design development and permitting process for construction projects by external parties; collaborates with the designer and professional service representative to ensure that the design development work aligns with the specifications outlined in the design and professional service proposals, maintaining accuracy and specified quality; takes corrective action in coordination with designers and professional services as needed.
  • Monitors and enforces compliance with design development and professional service documents, scopes of work, project schedules, critical paths, and facilitates property access for designers and professional services, either independently or as part of a team.
  • Reviews means and methods for their applicability in construction documents and inspects the workmanship of designer and professional services' products to verify adherence to codes, contract specifications, and quality control.
  • Ensures that work performed complies with documented and verbal expectations from the initial mobilization stage through design development, completion, and handoff of project documents to Capital Construction teams.
  • Reviews and prepares construction plans, specifications, and drawings to ensure compliance with building and construction codes, as well as adherence to bid, code, contract, and specifications.
  • For the design development of large-scale construction, remodeling, or repair projects, prepares reports detailing inspections of buildings or construction based on observations, digital images, infrared images, and construction data; reports may also cover project conditions and field issues.

Qualifications and Competencies
Required Qualifications:
  • Associate's degree AND
  • Considerable experience in residential construction, construction management, contracting, and/or remodeling OR
  • An equivalent combination of experience and education that provides the necessary knowledge, skills, and abilities to perform this position's essential functions.

Required Knowledge, Skills and Abilities:
  • Proficient in reading, understanding, and interpreting building construction plans, details, and specifications.
  • Knowledgeable in the principles and practices of various design development, permitting, and construction trades areas, including:

  • Proper construction techniques and contract compliance,
  • Standard building materials,
  • Design development and professional service procurement and management,
  • Coordination with local jurisdictions,
  • Permitting processes, and
  • Documentation preparation and scheduling.

  • Applies effective written and verbal communication techniques to convey clear and timely messages to internal and external stakeholders; exercises tact and diplomacy.
  • Analyzes problems, identifies alternative solutions, and implements recommendations; demonstrates critical, creative, and reflective thinking; possesses the ability to exercise independent decision-making.
  • Effectively organizes multiple assignments, even those of a complex nature or involving competing priorities, to produce accurate, thorough, and timely work products.
  • Demonstrates responsible personal and professional conduct contributing to the overall mission and goals of KCHA; accepts personal responsibility for the quality and timeliness of work; ability to work effectively under pressure in a fast-paced environment.
  • Works effectively and efficiently to provide quality service and actively seeks ways to improve service delivery.
  • Training in design development and construction-related areas, such as building code enforcement, hazardous material assessments (e.g., lead risk and asbestos), and combustion safety, is desirable.
  • Proficiency with MS Office programs.

Special Requirements:
  • Consent to and pass a driver's and criminal records background check.
  • Must possess a valid driver's license to regularly travel between work sites as required or have an alternative reliable mode of transportation. Must have an acceptable driving record at time of appointment and throughout employment.

Salary & Benefits:
The starting salary range for this position is $79,096.00 - $96,891.00 annually, dependent on qualifications and professional experience. The complete salary range for this position is $79,096.00 - $114,688.26 annually. Performance-based merit increase opportunities and Cost of Living Adjustments (COLA) are reviewed annually. Work Environment:
After initial onboarding, this position will have the opportunity to work remotely up to 60% in accordance with the KCHA's flexible work arrangements; however, remote work conditions will be reviewed on a regular basis based on business and program need. Employees must reside in Washington State and the ability to report to the Central Office in Tukwila will be required. Some local and domestic travel may be required to support KCHA business needs.
