Job description

Goldbelt C6, LLC., is seeking a Congressional Affairs Specialist to provide critical coordination and liaison responsibilities with Congress on issues related to humanitarian assistance and protection for the world’s most vulnerable populations. This role will support the Senior Spokesperson/Strategic Communications Advisor and is under a Deputy Assistant Secretary located in the Bureau of Population, Refugees, and Migration’s Public and Congressional Affairs Unit.

Essential Job Functions:

  • Serves as one of PRM’s liaisons with Congress.
  • Maintains close coordination with other Department bureaus, principally Legislative Affairs (H) Ensures that PRM’s formal communications with Congress fully reflect Department policy on population, refugee, and migration issues Conducts briefings, organizes coordination meetings with H and PRM staff.
  • Prepares briefing materials, and drafts testimony as required Provides guidance to Bureau staff concerning preparation of Congressional responses.
  • Analyzes proposed legislation (in coordination with PRM/PRP-Budget for Appropriations bills) and prepares policy statements on PRM issues.
  • Ensures Bureau Principals are apprised of legislative initiatives affecting the Department Liaises with Congressional staff on proposed legislation.
  • Drafts legislative initiatives as required.
  • Coordinates Bureau input to Congressionally mandated reports.
  • Shares responsibility for tracking and responding to inquiries from Congressional staff in Washington and District offices throughout the United States.
  • Develops and maintains user-friendly electronic Congressional inquiry tracking and briefings scheduling system.
  • Coordinates Congressional activities related to the annual refugee admissions consultations, including preparation of the Annual Proposed Refugee Admissions document and briefing materials for the Secretary of State Prepares and clears the Annual Proposed Refugee Admissions document by the due date established by the H Bureau Performs other duties as assigned.

Necessary Skills & Knowledge:

  • Must possess strong critical thinking.
  • Familiar with MS-Office suite.
  • Excellent verbal and written communications.
  • Ability to absorb large amounts of information in fast-paced environment.
  • Proactive, reliable, organized, and detail oriented.

Minimum Qualifications:

  • Bachelor's degree in Political Science, Business, Public Relations, Communications, or a closely related field from an accredited college or university OR three (3) years of experience developing strategic plans, conducting outreach, and/or training communications materials for government agencies or private sector; and/or working with Congress One (1) year of specialized experience which includes familiarity with Congress, legislation, and/or legislative procedures/processes/calendar, in public affairs, strategic communications, and/or public outreach
  • Ability to obtain and maintain a Secret security clearance Some travel may be required.

Preferred Qualifications:

  • Master’s degree in Public Administration, Business Administration, or a closely related field from an accredited college or university OR five (5) year experience developing strategic plans, conducting outreach, and/or training communications materials for government agencies or private sector; and/or working with Congress Currently has an active.
  • Secret clearance.
  • Prior experience working with the U.S. Department of State is highly desired to understand the culture and environment.

Job Type: Full-time

Pay: $100,000.00 - $110,000.00 per year
