Job description

Duties

The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

  • Serves as an expert and the primary point of contact for cross-cutting policy development on shipping and supply chain issues.
  • Develops plans, policies, procedures, techniques, and standards for the effective fulfillment of the FMC's international affairs responsibilities and recommends program improvements.
  • Evaluates developments in U.S. international ocean shipping to identify and propose agency action on possibly unfavorable shipping conditions.
  • Monitors and reports the progress of various staff projects which involve sensitive matters, including diplomatic concerns, commercial information, and U.S. foreign policy perspectives.
  • Drafts and finalizes formal and informal communication. Monitors significant developments and trends to gauge the effectiveness of, and facilitate, efforts to achieve agency objectives in the assigned area(s).

  • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.
  • May be required to obtain and use a government-issued charge card for business-related travel.
  • May be required to file a Confidential Financial Disclosure Report within 30 days of appointment and annually from then on.

Qualifications

You must meet the Basic Requirement and the Additional Qualification Requirement listed below by the closing date of this announcement:
Basic Qualification Requirement:
A. Degree: bachelor's (or higher) with a major or equivalent, or a combination of courses totaling at least 24 semester hours, in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; or 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods (a copy of your transcripts is required).
OR
B. Combination of education and experience: courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, as shown in A above, plus appropriate experience or additional education (a copy of your transcripts is required).
OR
C. Experience: four years of appropriate experience in one or more of the fields listed above in work associated with international organizations, problems, or other aspects of Foreign Affairs.
Additional Qualification Requirement:
For the GS-12: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11grade level in the Federal service. Specialized experience for this position includes:
  • Assisting with projects that involve sensitive matters, including diplomatic concerns and U.S. foreign policy perspectives;
  • Drafting policy products and standards that facilitate an international affairs program; and
  • Serving as liaison with foreign counterparts with private and public sector entities.
For the GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12grade level in the Federal service. Specialized experience for this position includes:
  • Monitoring and facilitating projects that involve sensitive matters including diplomatic concerns and U.S. foreign policy perspectives;
  • Drafting and implementing policy products and standards that facilitate an international affairs program;
  • Providing analysis and advice in response to requests from sources such as federal agencies, foreign governments, private sector; and
  • Serving as liaison with foreign counterparts with private and public sector entities.
The experience may have been gained in the public sector, private sector, or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

Category rating will be used to rank and select eligible candidates.
