Overview:

We are seeking a Conduct of Operations Specialist who will focus on managing the Conduct of Operations program as well as assessing field compliance to Conduct of Operations principals in the nonreactor nuclear facilities and mentoring personnel to improve adherence to Conduct of Operations requirements.  This position will be responsible for implementing improvements to the division’s current Conduct of Operations program as we strive toward a greater focus on operational excellence.  This position resides in the Technical Support Services Group in the Safety, Engineering, and Support Section, Nonreactor Nuclear Facilities Division (NNFD), Isotope Science and Engineering Directorate, at Oak Ridge National Laboratory (ORNL).

As part of our team, you will also lead or assist assessment teams for division-level assessments, participate in critiques and corrective action planning meetings, and provide division-level technical support for the facilities, as needed.

As a U.S. Department of Energy (DOE) Office of Science national laboratory, ORNL has an extraordinary 80-year history of solving the nation’s biggest problems. With a dedicated and creative staff of over 6,200 people, ORNL’s decadal vision for diversity, equity, inclusion, and accessibility (DEIA) is to cultivate an environment and practices that foster diversity in ideas and in the people across the organization, as well as to ensure ORNL is recognized as a workplace of choice. These elements are critical for enabling the execution of ORNL’s broader mission to accelerate scientific discoveries and their translation into energy, environment, and security solutions for the nation.

Major Duties/Responsibilities:

  • Manage the NNFD Conduct of Operations program and ensure the program adheres to the requirements of DOE Order 422.1.
  • Serve as the point of contact for any issues that arise in the division related to adherence to Conduct of Operations.
  • Perform field assessments of the NNFD Conduct of Operations program and implement improvements to enhance the program.
  • Mentor staff on adherence to Conduct of Operations requirements and principals.
  • Work with the Technical Support Services Group Leader to implement an enhanced Conduct of Operations program that strives toward achieving operational excellence in the division.
  • Implement tools that will enhance the Conduct of Operations program to make adherence to the program more seamless for division personnel.
  • Develop metrics to assess how facilities and the division are meeting and following Conduct of Operations principals.
  • Work to integrate the NNFD Conduct of Operations program with the NNFD Human Performance Improvement Program to improve the division’s safety focus in operations.
  • Deliver ORNL’s mission by aligning behaviors, priorities, and interactions with our core values of Impact, Integrity, Teamwork, Safety, and Service. Promote diversity, equity, inclusion, and accessibility by fostering a respectful workplace – in how we treat one another, work together, and measure success.

Basic Qualifications:

  • BS degree with a minimum of five years of experience.
  • Experience with Conduct of Operations programs in a nuclear environment.
  • Experience in assessing and mentoring personnel in adherence to Conduct of Operations principals.

Preferred Qualifications:

  • Knowledge of the DOE Conduct of Operations requirements under DOE O 422.1.
  • Experience with working with and mentoring field personnel.
  • Knowledge and understanding of process improvement strategies.
  • Experience with Human Performance Improvement principles.
  • Excellent written and oral communication skills.
  • Motivated self-starter with the ability to work independently and to participate creatively in collaborative teams across the laboratory.
  • Ability to function well in a fast-paced research environment, set priorities to accomplish multiple tasks within deadlines, and adapt to ever changing needs.

Special Requirements:

This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
