Job description

The City of Menifee's Community Services Department is seeking energetic, motivated candidates with a positive attitude and helpful disposition. The Community Services Coordinator is an integral position to the department who is committed to supporting the community with a healthy and fun environment.

We enhance residents' quality of life by delivering quality programs, services, and facilities that create lasting positive memories for youth, adults and seniors throughout the community.

THE POSITION
Under general supervision, assists in the coordination and implementation of recreation, leisure and educational programs within the Community Services Department; assists with the selection and training of volunteers, seasonal, and part-time staff; organizes special events and activities; and performs related duties as assigned.

THE ROLE
This role is responsible for developing, implementing, and maintaining a variety of diverse programs and activities in the areas of youth sports, alternative and adaptive sports, skate park operations, health and fitness, and aquatics. Knowledge of sports and aquatics industry and trends is highly desirable. This position is especially unique due to its role in the implementation of a brand new aquatics program, focused on coordinating a swim lesson program, educating and enforcing water safety, and training lifeguards and the public in water rescue.
SUPERVISION RECEIVED AND EXERCISED
Receives general supervision from the Community Services Supervisor and Department Manager. Exercises general supervision over volunteers, part-time and seasonal staff.
CLASS CHARACTERISTICS
This is a journey level classification in the professional Community Services series that performs responsible recreation activity supervision involving planning and conducting activities in program areas such as sports, arts and crafts, dance, outdoor education, special events or other activities related to assignment. Incumbents are expected to perform duties mentioned in the definition with an emphasis on actively organizing and directing recreation programs within established schedules, standards and policies, as well as using independent judgment in dealing with program or customer service problems. This class is distinguished from the Community Services Supervisor in that the latter has supervisory responsibility for programs and subordinate staff of the Community Services Department.

  • Plans and develops neighborhood services or City-wide activities for youth and/or adults, special events, recreation center activities, athletics, aquatics programs, or senior services.
  • Participates in and conducts recreation activities, program planning, attends staff meetings, review current programs and makes recommendations to immediate supervisor.
  • Develop a comprehensive aquatics staff training curriculum and ensure staff has proper and current certifications.
  • Develop a program to provide private and group swim lessons for all ages, ensure a fun and safe learning environment.
  • Plans, organizes, and supervises group activities and programs.
  • Conducts recreation programs, after-school programs, special events, or sports as assigned.
  • Develops and prepares publicity material including news releases, flyers, pamphlets, brochures, and presentations; performs public relations work within the community and with community groups pertaining to specific programs, events, and special activities.
  • Organizes, coordinates, and attends a variety of special events; assists with identifying vendors; develops and disseminates marketing materials.
  • Receives, investigates, and responds to difficult and sensitive problems and complaints in a professional manner; identifies and reports findings and takes necessary corrective action.
  • Prepares administrative, technical, and staff reports regarding program activities.
  • Serves on advisory committees, as required; coordinate meetings and meeting agendas; transcribes and produces meeting minutes, and provides administrative support.
  • Issues, collects, and properly maintains and inventories City equipment and supplies.
  • Participates in the selection of staff and volunteers.
  • Plans, prioritizes, assigns, schedules, supervises, and reviews the work of assigned part-time staff.
  • Monitors volunteers to ensure they are meeting City and department requirements as assigned.
  • Prepares and maintains accurate records and reports of programs and activities.
  • Sets up rooms for activities or rentals.
  • Supervises and monitors facility rentals to ensure applicant complies with City and department policies and procedures.
  • Facilitates enrollment and registration/enrollment transactions in a controlled point of sale environment.
  • Ensures legal and City restrictions are followed as related to the programs supervised.
  • Maintains effective communication and working relationships with patrons, participants, clients, co-workers, City Department representatives, and outside agencies.
  • Utilizes a variety of computer and software packages to create work efficiency and maintain records, generate reports, produce promotional materials and correspond in writing when appropriate.
  • Performs other duties as assigned.

  • Modern office practices, methods, and computer equipment and applications related to the work.
  • English usage, grammar, spelling, vocabulary, and punctuation.
  • Techniques for effectively representing the City in contacts with governmental agencies, community groups, and various business, professional, educational, regulatory, and legislative organizations.
  • Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and City staff.

ABILITY TO

  • Develop and implement recreation, leisure and educational programs to meet the needs of the community.
  • Develop and implement goals, objectives, policies, procedures, work standards, and internal controls for assigned program areas.
  • Interpret, apply, explain, and ensure compliance with Federal, State, and local policies, procedures, laws, and regulations.
  • Select, train, supervise and evaluate volunteers, part-time and seasonal staff.
  • Prepare clear and concise reports, correspondence, policies, procedures, and other written materials.
  • Effectively represent the department and the City in meetings with governmental agencies, community groups, and various businesses, professional, and regulatory organizations and in meetings with individuals.
  • Establish and maintain a variety of filing, record keeping, and tracking systems.
  • Organize and prioritize a variety of projects and multiple tasks in an effective and timely manner; organize own work, set priorities, and meet critical time deadlines.
  • Operate modern office equipment including computer equipment and specialized software applications programs.
  • Use English effectively to communicate in person, over the telephone, and in writing.
  • Use tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines.
  • Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.

EDUCATION AND EXPERIENCE
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

  • Equivalent to a bachelor's degree from an accredited college or university with major coursework in recreation and leisure studies, public administration, or a directly related field and three (3) years of responsible paid experience in the development and implementation of recreation programs and events and/or large scale event planning.
OR
  • Equivalent to the completion of the twelfth (12th) grade supplemented by college level course works in recreation and leisure studies, public administration, or a directly related field and five (5) years of responsible paid experience in the development and implementation of recreation programs and events and/or large scale event planning.

LICENSES AND CERTIFICATIONS

  • Possession of, or ability to obtain, a valid California Driver's License by time of appointment.
  • Possession of, or ability to obtain within the first 6 months of employment, First Aid Certificate and CPR Certificate, to be maintained throughout employment.
  • Possession of CPR/AED for Lifeguards or professional rescuer, Water Safety Instructor's Certificate (WSI) and First Aid for Public Safety Personnel (Title 22) certifications are highly desired.

PHYSICAL DEMANDS
Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; to operate a motor vehicle to visit various City and meeting sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups, and over the telephone. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. This position performs work in a standard office or recreational facility environment where sitting, standing, walking, are required for performance of daily activities. Employees in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 25 pounds.
ENVIRONMENTAL ELEMENTS
Employees work primarily in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to potentially hazardous physical substances. Employees may work in the field and are occasionally exposed to loud noise levels, cold and/or hot temperatures, vibration, confining workspace, chemicals, mechanical and/or electrical hazards. Incumbents may be exposed to blood and body fluids rendering First Aid and CPR and are required to wear appropriate attire for the recreation activity to which they are assigned. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures and City codes. Employees may be required to work extended hours including evenings and weekends.
