COMMITMENT (HOURS):Full-Time, 40 hours per week

JOB SUMMARY: TheProject Manager (PM), is a supervisory-level member of the Housing & Community Services team and is responsible for the efficient management and implementation of outreach, early intervention, and client integration support services, including de-escalation of non-violent situations to foster an environment of understanding. The PM works closely and collaboratively with the HCS Program Manager and Senior Program Director to provide leadership and guidance to ensure staff productivity and performance. The PM supervises and executes housing navigation and support services, including the management of HMIS (Homeless Management Information System) data, as well as supervises the community mediators.
MAJOR DUTIES AND RESPONSIBILITIES:
- Develop project plans and timelines to execute the project's goals and objectives, including staff deployment, and oversight of project activities to ensure successful outcomes.
- Supervise and/or lead de-escalation strategies when crisis situations occur.
- Ensure accurate and comprehensive records of project activities, including client interactions and service outcomes.
- Generate and analyze reports to track project outcomes and client progress; contribute toward development of required progress reports.
- Collaborate with the Housing Services Director to manage the HMIS data effectively, ensuring accuracy and compliance with regulations.
- Engage with the community to raise awareness of the project and its services.
- Lead and/or participate in relevant internal and external meetings.
- Perform other duties as assigned by supervisor.
REQUIRED QUALIFICATIONS:
- Associate or bachelor's degree in a health, social science, counseling, social work, or related field.
- Previous work experience with programs for people facing houselessness, substance use disorder, criminal justice and/or mental health issues.
- Knowledge of approaches to recovery such as harm reduction, motivational interviewing, theoretical change model, trauma informed care practices, non-violent communication, crisis intervention and emotional regulation.
- Strong English proficiency and written and verbal communication skills.
- Project a professional demeanor with proven ability to communicate effectively with culturally diverse populations.
- Demonstrated potential and/or experience in providing leadership or supervision.
- Demonstrated ability to initiate and implement tasks in an organized and timely manner.
- Highly motivated self-starter, with proven ability to develop creative solutions.
- Strong attention to detail and ability to work individually as a team member with minimal supervision.
- Ability to multi-task and prioritize in a dynamic work environment.
- Ability to contribute to positive and productive relationships with other staff members.
- Experience in Google Suite and/or Microsoft Suite applications: spreadsheets, word documents, calendar, chat-based/messaging workspace.
PREFERRED/DESIRED QUALIFICATIONS
- Advanced degree or certification in social work, counseling or human services is a plus.
- Experience with dispatching/deploying staff, Housing Management Information System and/or Coordinated Entry System.
- Bi-lingual Chinese (Cantonese, Mandarin), Vietnamese, or Spanish a plus.
- Knowledge of the city of Oakland and its resources.
- Valid California driver's license.

SALARY RANGE: The target monthly rate for this position is $5,584 to $5,900 with benefits. The specific compensation for this role will be determined based on the education, experience, and skill set of the individual selected for this position.
