SALARY:$63,488.00 -$101,674.00
Summary of Position
The Community Policing Evaluation/Data Coordinator will support successful implementation of the Community Policing Plan and the Group Violence Reduction Strategy. This position is responsible for ensuring that Community Policing activities are data-driven and evidence-based and for building new Community Policing capacities within patrol support and operations more broadly. This position is not a traditional crime analyst and focuses expertise on program evaluation, community-based strategies and qualitative data collection methods.
The position works with Patrol Support leadership in the development and maintenance of data management and data delivery systems to support Community Policing programs. The position also reviews and evaluates performance management indicators and metrics to provide critical analysis and inform recommendations to enhance Community Policing strategies.

Supervised by: Community Policing Programs Manager

  • Mayor's Office of Neighborhood Safety & Engagement
  • State and local law enforcement and other criminal justice agencies
  • BPD Patrol Support staff, Operations, District command staff, Data Driven Strategies Division, Neighborhood Coordinating Officers and other BPD leadership teams
  • BPD Units working on the Group Violence Reduction Strategy (GVRS)
  • BPD Community & Youth Services and other BPD community-based programming, projects and events

Duties and Responsibilities
  • Developing measurable outcomes and performance metrics and deliverables for unit-specific and department-wide Community Policing activities in alignment with consent decree, commissioner crime and transformation plan and Community Policing plan deliverables
  • Ensure all evaluations of Community Policing strategies are closely tied to evaluations of the Department's Group Violence Reduction Strategy (GVRS). To include the development of shared Key Performance Indicators (KPIs).
  • Work with evaluation partners, community members and NCO teams to structure surveys, focus groups and other data collection activities.
  • Oversee/develop methodology to determine priority areas and selection criteria for Neighborhood Policing Plan locations and pilot expansion.
  • Ensure data collection systems for community and problem-oriented policing are developed in a way that makes sense to end users and are maintained/utilized by the appropriate parties.
  • Develop and deliver training on any technology/database systems deployed to support Community Policing.
  • Support community members and NCO teams to research and identify evidence-based problem-oriented policing strategies.
  • Work with Data-Driven Strategies Division to incorporate Community Policing measures into Comstat.
  • Develop digital tools to help collect and maintain Community Policing information (e.g. district profiles, asset maps, community calendars).
  • Provide status reports on Community Policing activities as required by consent decree monitoring team.

Desired Qualifications and Skills
  • Bachelor's degree in Criminology, Criminal Justice, Public Policy, Urban Planning, Public Administration or related field.
  • Knowledge and understanding of community-based public safety strategies and problem-oriented policing.
  • Ability to work with a diverse range of stakeholders
  • At least two (2) years of experience working in municipal, state, or federal government, with at least one (1) year working directly with law enforcement or a criminal justice related field.
  • Experience in community-based participatory research
  • Strong analytical background and proficiency in the development and display of analytical information
  • Experience with analytical tools such as Python, Microsoft Power BI, and Tableau.
  • Distinguished service record, including excellent performance ratings, ability to pass a CJIS background investigation to obtain access to police sensitive information.
  • Demonstrated excellence as a leader and manager, with superior oral and written communication skills.
