Bluehawk is actively seeking a Collections Requirements Manager to support the U.S. Army's Intelligence Security Command (INSCOM) Modernization Security Protection prpgram in Ft. Belvior VA. As a Collection Requirement Manager you will collaborate with collection Requirements Managers, analytic elements and consumers to full-spectrum multi-discipline collection operations have the necessary focus and guidance to maximize time and resources allocated.
*This position is contingent on winning proposal.*
Responsibilities
  • Applies intelligence collection systems and capabilities to inform intelligence collectors and consumers of collection developments and relevancy through a range of products.
  • Collaborates across the IC to understand consumer intelligence needs and gaps to optimize developing collection operations tailored to the requirements of the customer.
  • Works with collectors and all-source analysts to evaluate the efficiency and effectiveness of multi-INT collection against requirements; and the execution of collection plans and strategies to generate reliable intelligence relevant to consumer needs.
  • Uses statistical, algorithmic, data mining, and visualization techniques to find and interpret ISR data sources.
  • Manages large amounts of data, ensures data consistency, produces visualizations, and develops models to report findings.
  • Assists with developing methods and criteria to evaluate whether collection requirements have been satisfied, using measures of effectiveness and measures of performance.
  • Produces feedback of findings, identifies collection gaps, related trends, and opportunities; assesses collection options, tests assumptions, and produces judgements, recommendations, and solutions to refine collection.
  • Produces analyses identifying gaps in collections methods, and models future intelligence collection scenarios for Collection Strategists, Intelligence Planners, and Collection Enterprise Architects. Conducts, develops, produces, and presents programs of instruction in specified collection operations TTPs, and related or supporting processes for various human intelligence and technical intelligence operations under DoD authorities.
  • Demonstrates ability to produce Intelligence Information Reports (IIRs). Graduate of in-residence basic Human Intelligence Collection course to but not limited to.
  • Defense Strategic Debriefer Course (DSDC) or Military Service equivalent.

Qualifications
Required Skills:
  • Accountability for Collection Requirements Management (CRM) within a multi-INT environment aligning with the Tasking, Collection, Processing, Exploitation, and Dissemination (TCPED) cycle to fulfill analytical information requirements.
  • Expertise in the applications, methods, products, and tasking flow of all intelligence disciplines, creating collection strategies and monitoring their satisfaction Ability to communicate understanding from information that may be incomplete, indirect, highly complex, seemingly unrelated, and/ or technically advanced.
  • Ability to collaborate with DoD and other S. intelligence organizations on the collection, exploitation, and production of Army Collection Requirements and supporting Army reports and products.
  • Ability to assist analysts and Government Leads in formulating Key Intelligence Questions (KIQs)/Essential Elements of Information (EEis) to address gaps.
  • Ability to Operate independently with moderate to minimal government oversight.
  • Ability to administer the Army Cl and HUMINT Collection Management platform of record, managing access controls, workflows, overseeing system upgrades and maintenance, and troubleshooting any technical issues for the Army-End.
  • Ability to coordinate and disseminate Collection Emphasis Messages, Intelligence Collection Requirements and Generic Messages via Army Collection Management platform of record.
  • Ability to use collection management platforms of record to coordinate all-source intelligence collection efforts across the command, to include aligning collection activities with the command's strategic objectives and the specific needs of various sub-commands and units.
  • Ability to ensure that multi-discipline collection efforts are well integrated with other intelligence disciplines, by coordinating with other collection managers and intelligence professionals to ensure a comprehensive intelligence picture.
  • Ability to assess the quality of multi-discipline collection activities, to include monitoring the information that is being collected, ensuring it meets the necessary standards, and providing feedback and guidance to collectors as needed.
  • Ability to support strategic planning activities, including identifying intelligence gaps that can be filled by multi-discipline collection and helping to prioritize collection efforts based on the command's operational needs.
  • Ability to generate reports and conduct analysis on full-spectrum multi-discipline collection activities to help the command leadership understand the effectiveness of full-spectrum multi discipline collection efforts and make informed decisions about resource allocation and Prioitization.

Education Requirements:
  • Associate or bachelor's degree, prior multi-INT Collection Requirements Management (CRM) experience, and certification as a Collection Management Professional (CCMP)
  • Strong proficiency in various tasking systems/applications of different collection disciplines, like CRATE, MAGIC, CHROME, OSCAR-MS, NMRS, NSRP, GIMS, RMT, Analyst Notebook, INTELINK, FalconView, MIDB, IEC, Google Earth, National Security Agency Pulse, BVI, NES, NPW, GSR, Cedilian, PSAS-M, PRISM, NGDS and GETS
  • Completed one or more specific training courses to stay updated with new applications, procedures, and initiatives in the collection requirements management field.
