Job description

Under general direction of the Director of Quality Assurance and Performance Improvement (QAPI), the Clinical Regulatory Compliance and PatientSafety Manager is responsible for planning, supervising, and coordinating administrative operations within hospital departments. This role involves overseeing regulatory adherence, acting as a point of contact for regulatory and licensing entities, investigating Patient Safety incidents, addressing complaints and grievances, and facilitating multiple projects while supporting risk management and quality improvement initiatives.
The ideal candidate is an expert in hospital regulatory and compliance standards, acute care hospital policy and procedures, Patient Safety principles, and hospital quality measures. The individual in this position must be self-directed with positive interpersonal skills and be able to effectively interface with patients, families, staff, senior leadership, and regulatory agencies.
PAYROLL TITLE: Hospital Nurse Manager I
EDUCATIONAL/BILINGUAL INCENTIVES: Incumbents may be eligible for an educational incentive of 2.5%, 3.5%, or 5% based on completion of an Associate's, Bachelor's, or Master's degree that is not required for the classification. Incumbents may also be eligible for bilingual incentive depending upon operational need and certification of skill.

CERTIFICATION PAY: Incumbents in this classification are eligible for certification pay at a rate of $0.813 per hour based on his or her scheduled work week hours and not to exceed the scheduled work week hours for each qualified certification possessed up to a maximum of five (5) certifications.
NATIONWIDE CERTIFICATION: Incumbents in this classification who acquire and maintain one of the nationwide certifications (Management Resolution Sec. 403 E) may be eligible to receive certification pay per shift of $2.00 per hour compensated as one (1) of the five (5) certifications mentioned above.
AGENCY/DEPARTMENT: Health Care Agency - Ventura County Medical Center and Santa Paula Hospital
Hospital Nurse Manager I is a Management classification and is not eligible for overtime compensation. Incumbents in this classification are eligible for benefits at the MB3 level.
The eligible list established from this recruitment may be used to fill current and future Regular (including Temporary and Fixed term), Intermittent, and Extra Help vacancies for this position only. There is currently one (1) Regular vacancy.
TENTATIVE SCHEDULE
OPENING DATE: Monday, November 20, 2023

(Previously: Friday, December 1, 2023) Duties may include but are not limited to the following:
  • Collaborates with hospital leadership to ensure key Patient Safety initiatives are communicated and introduced as appropriate;
  • Supervises the Patient Advocate process while providing oversight of the complaint and grievance process to ensure compliance;
  • Provides guidance to departments, senior leadership, and medical staff on education, interpretation, and compliance related to accreditation, regulatory standards, policies, and procedures;
  • Develops timelines, action plans, and checks and balances to assess compliance for survey readiness and compliance with accreditation or regulatory standards;
  • Participates in hospital surveys (scheduled and unannounced) and oversees development of corrective actions, measures of success, and monitors completion and compliance to correction plans;
  • Monitors and communicates changes in accreditation, regulatory standards, and related laws by entities such as The Joint Commission, The California Department of Public Health, the Centers for Medicare and Medicaid Services, etc.;
  • Serves as a liaison to regulatory agencies, which includes coordination of investigation and follow-up responses;
  • Assesses training, competency, and educational needs of staff in coordination with Nursing Education for improved services and processes;
  • Reviews, recommends, and establishes nursing and unit specific practice standards and initiates changes as needed;
  • Assists in the Root Cause Analysis and event analysis for Patient Safety improvement for the hospitals and hospital-based clinics;
  • Prepares quarterly status and Patient Safety reports for the Patient Safety Committee;
  • Monitors risk reduction strategies for Patient Safety events;
  • Monitors the event reporting notification system to ensure required follow-up actions are addressed;
  • Ensures notification forms are investigated, completed timely, submitted to the Nurse Executive, and appropriate action initiated;
  • Acts as a resource/liaison to departments to help identify opportunities to enhance employee engagement;
  • Maintains clear, effective communication between nursing, medical, and ancillary staff and departments;
  • Collaborates with County Risk Management on grievances and possible grievances;
  • May supervise, evaluate, and manage the work of others; and
  • Performs other related duties as required.

EDUCATION, TRAINING, and EXPERIENCE
Any combination of education, training, and experience equivalent to:
  • Bachelor's degree in Nursing from an accredited college or university AND
  • Four (4) years of increasingly responsible clinical or administrative nursing work in an acute care hospital setting which includes, at least two (2) years of supervisory experience
Substitution: A Master's degree in a professional medical related discipline may substitute for two (2) years of supervisory experience.
NECESSARY SPECIAL REQUIREMENTS
  • Must possess and maintain a current, valid license as a Registered Nurse issued by the State of California.
  • Must possess a current, valid Basic Cardiac Life Support (BCLS) certification by first day of employment and maintain it thereafter.
DESIRED
  • Recent work history in a regulatory or quality management aspect of acute care
  • Master's degree in Nursing, Business, or Healthcare Administration
KNOWLEDGE, SKILLS, and ABILITIES
Thorough knowledge of:hospital policy, procedures, and quality measures; patient rights, basic nursing performance standards in accordance with the Nursing Practice Act of California, and other regulatory healthcare standards; management principles involving personnel and resource allocation; complaint and grievance resolution; and correct English usage, spelling, grammar, and punctuation.
Skill in: effective communication both orally and in writing; reading comprehension; and Microsoft Office.
Ability to: critically think using logic and reasoning to assess alternative solutions, conclusions, or problem-solving approaches; provide guidance on legal and Regulatory Compliance; conduct internal investigations of regulatory and/or patient issues; and develop and maintain effective relationships with stakeholders, nursing staff and regulatory bodies.FINAL FILING DATE: This is a continuous recruitment and may close at any time; therefore, apply as soon as possible if you are interested. TRAINING & EXPERIENCE EVALUATION: A Training and Experience Evaluation (T&E) is a structured evaluation of the job application materials submitted by a candidate, including the written responses to the supplemental questionnaire. The T&E is NOT a determination of whether the candidate meets the stated requirements; rather, the T&E is one method for determining who are the better qualified among those who have shown that they meet the stated requirements. ORAL EXAMINATION:
A job-related oral examination may be conducted to evaluate and compare participating examinees' knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job. Examinees must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.
If there are three (3) or fewer qualified applicants, neither a T&E nor oral examination will be conducted. Instead, a score of seventy percent (70%) will be assigned to each application, and each applicant will be placed on the eligible list.
Applicants successfully completing the examination process may be placed on an eligible list for up to a period of one (1) year.
