Job description

The Department of Transitional Assistance (DTA) is seeking qualified applicants for the Clerk IV position. Our ideal candidate will provide routine information concerning agency programs and services, including Transitional Aid for Families with Dependent Children (TAFDC), Emergency Aid to the Elderly, Disabled, and Children (EAEDC), and Supplemental Nutrition Assistance Program (SNAP).

Duties and Responsibilities (these duties are a general summary and not all inclusive)
  • Ensures the Reception area is stocked with Department required posters, brochures and other resources.
  • Determines the purpose and intent of an individual's visit to the office.  Greets and triages clients on the phone, at the front desk, and in the lobby and appropriately directs the individual.
  • Educates clients on the Assistance Line functionality and how to submit documents to DTA. Sends documentation to the DPC (Document Processing Center) and works with DTA to ensure timely case processing and uninterrupted benefits.
  • Effectively works with all staff to ensure that clients receive services in a timely, accurate and courteous manner that is in alignment with the Department's mission.

  • Receives and distributes incoming mail, faxes, memoranda, packages etc.... in a timely manner.
  •  
  • Prepares standardized forms such as scanning cover sheets, fax cover sheets, UPS slips, packing receipts, Income verifications etc. according to detailed procedures. Maintains and prepares records as needed.

  • Initiate new and replacement EBT cards in BEACON for clients to access benefits.
  •  
  • Follows SSTA Time and Attendance policy.
  •  
  • Operates a computer for the purpose of entering and retrieving information in an accurate and timely manner.  Operates standard office equipment.
  •  
  • Files all documents in accordance with a prescribed classification system. Follow DTA protocols with regards to DPC documents.
  •  
  • Stays current and up to date with self-service options including but not limited to; Kiosks, scanning, DTA Connect and Mobile apps

Required Qualifications

  • Ability to convey information and communicate clearly and effectively in different settings, including on the phone, in person, in writing, and in public presentations.
  • Ability to assess and prioritize tasks.
  • Ability to demonstrate sound judgement, including exercising discretion in handling confidential information, problem solving skills and establishing/maintaining harmonious working relationships
  • Ability to maintain accurate records and a filing system in accordance with standard procedures
  • Ability to prioritize tasks and coordinate the efforts of others in accomplishing assigned work objectives
  • Ability to use personal computer (PC) based systems, general office machines and switchboard
  • Ability to understand, apply and explain the laws, rules, policies and procedures governing assigned unit activities

Preferred Qualifications

  • Given the population served, bilingual or multilingual fluency in one of the following:
    • ASL
    • Spanish
  • Knowledge of continuing changes in laws, rules, regulations, programs, policies, procedures, specifications, standards and guidelines governing agency operations and assigned unit activities.
  • Knowledge of ongoing modifications in the types and uses of agency forms.
  • Skill in the application of the principles and practices acquired during training.
  • Skill in the use of the methods and techniques of performance evaluation.
  • Comprehensive computer skills and in-depth knowledge of various software options.
  • Knowledge of Transitional Assistance MIS screens, coding, and related documents.

Applicants must have at least (A) three years of full-time, or equivalent part-time, experience in office work, or (B) and equivalent combination of the required experience and the substitutions below: 

I. A diploma as evidence of graduation from the commercial or business course of a recognized high school or vocational/technical high school may be substituted for a maximum of one year of the required experience. * 

II. A diploma as evidence of graduation from a course other than the commercial or business course of a recognized high school or vocational/technical high school or possession of a Massachusetts high school equivalency certificate may be substituted for a maximum of eight months of the required experience. * 

III. A diploma for completion of a one year, full-time, or equivalent part-time,  program in a recognized,  non-degree granting business or secretarial school above the high school level may be substituted for a maximum or one year of the required experience. * 

IV. A diploma for completion of a two-year, full-time, or equivalent part-time,  program in a recognized,  non-degree granting business or secretarial school above the high school level may be substituted for two years of the required experience.* 

* Education toward such a degree or diploma will be prorated on the basis of the proportion of the requirements actually completed.
