Job description

Duties

  • Serves as HQ AFMC Civilian Wellness Program Manager assigned to execute the Department of the Air Force's (DAF) Employee Assistance Program (EAP). Analyzes, develops, and evaluates detailed plans, goals, and objectives for long-range implementation of assigned major command program(s) as they relate to CIVILIAN WELLNESS in support of AF-wide execution.
  • Documents planning and programming decisions in appropriate formats to meet Air Force and Major Command requirements. Identifies non-standard or emerging operational requirements, assesses impact on assigned programs, and develops recommendations.
  • Prepares detailed plans, budgets, and schedules for assigned major programs and/or participates with management in fiscal planning. Responsible for integrating requirements into the annual fiscal programs, e.g.., Program Objective Memorandum (POM). Provides support and advice on reprogramming of funds and funding levels due to manpower or other changes. Assists the organization by evaluating modifications to existing plans in response to changing environments.
  • Develops and implements strategic communications, marketing campaigns and program activities related to CIVILIAN WELLNESS.

  • Incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and annually.
  • Work may require travel away from the normal duty station on military and commercial aircraft in support of official duties.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions 0301
SPECIALIZED EXPERIENCE: Applicants musth have or will have within 120 days of the closing date of this announcement, one year of specialized experience equivalent to the NH-II (02), or GS-11 grade level in the Federal service or private sector which includes Analyzes, develops, and evaluates detailed plans, goals, and objectives for long-range implementation of assigned major command programs related to the Employee Assistance Program (EAP).
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of complex human resource management processes and systems.
2. Knowledge of Air Force and command program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions related to actual events.
3. Knowledge of the various command entities involved in overall planning and execution of operations and evaluations.
4. Ability to plan, organize, and lead others in studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures.
5. Skill in designing and conducting comprehensive studies; and preparing solutions to especially broad, important, and severe command operational and contingency areas.
6. Working knowledge of resource management functions, workforce planning and budget execution policies and procedures to analyze and develop force management plans, programs and initiatives to support current and future mission requirements.
7. Ability to communicate effectively, both orally and in writing; negotiate complex issues; and maintain good working relationships.
8 Knowledge of contract development and oversight including Contracting Officer Representative (COR) duties recommended.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
