Job Summary
This position is located in the District Department of Transportation (DDOT), Project Delivery Administration (PDA), Infrastructure Project Management Administration (IPMA) where the incumbent will be assigned to Team 4, Wards 7 & 8. The incumbent manages the design, delivery and completion of complex transportation, roadway and bridge projects in Wards 7 & 8. The projects typically require knowledge of Civil Engineering, physical sciences, mathematics underlying engineering and specialized knowledge of mechanics of solids, particularly of soils, hydraulics, structures, strength of materials, engineering geology, and surveying. Incumbent serves as a technical authority and project leader in the coordination and management of multiple professional Civil Engineering assignments.
Duties and Responsibilities
The incumbent manages design projects and serves as an advisor to management in the decision-making process concerning difficult, advanced and critical civil and construction engineering matters. Participates in and undertakes design reviews of transportation, roadway or bridge projects. Reviews design plans, technical reports, technical analysis, calculations and submittals. Works with and coordinates projects internally with multiple divisions within DDOT. Leads or participates in design related meetings and comment resolution meetings with design consultants. Holds informal/formal project meetings and discussions with consultants and internal and external stakeholders to facilitate coordination and advance project development. Participates in or assists in the preparation of public meetings to present projects. Leads or participates in utility coordination and utility meetings with external agencies and permitting authorities for projects. Performs individually or as a project leader, projects typically requiring the knowledge of the Civil Engineering design, physical sciences, engineering, construction management and specialized knowledge of Civil Engineering, particularly of roadway design and construction, soils, hydraulics, structures, strength of materials, engineering geology, and/or surveying. Acts as a technical authority, representing the assigned organization when communicating with those involved in the engineering activities for which incumbent has responsibility. Develops solutions to complex, critical and/or advanced technical engineering problems.
The incumbent is primarily responsible for the implementation, management and delivery of design projects but may be requested to manage or participate in construction projects. Participates in or prepares scopes of work for design and construction projects. Prepares or participates in the development of design and construction cost estimates and project schedules. Prepares or participates in budget estimates and budget processes for multi-year short-range and long-range work plans for a diverse array of projects. Prepares and maintains comprehensive project plans and schedules in line with standard capital improvement methods, practices and processes. Reviews proposed plans, specifications and estimates prior to contract advertisement. Leads or participates in the procurement process for design and construction projects, including writing scopes of work for design and construction and preparing documents for project advertisement (both design and construction). Conducts site visits and performs field meetings at project sites when required. Performs program development functions, related to the planning, design, construction, and maintenance of roadway, transportation and bridge projects. Performs advanced professional Civil Engineering assignments, manages design contracts, performs as a contract administrator, monitors project progress and manages the implementation, delivery and completion of difficult, critical and/or costly roadway and/or bridge projects.
Education and Qualifications
Bachelor's Degree in Civil Engineering or related field of study required from an accredited college or university. The curriculum must have been in a school of engineering accredited by the Accreditation Board of Engineering and Technology (ABET) as a professional engineering curriculum.

Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.

Specialized Experience:
Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression. Expert knowledge of survey including preparing plats, plans, calculations, and specifications are essential. Knowledge of professional survey engineering standards, practices, policies, and guidelines to provide advice regarding options to higher level engineers, managers and assist in major decisions regarding changes, progress and necessary negotiations. Good communication skills, to express ideas to individuals or groups effectively.
Three or more years of experience in public infrastructure design projects and/or public roadway design projects and/or public bridge design projects is preferred. Knowledge and experience in roadway geometric design, roadway design or bridge design highly preferred.
Licenses and Certifications
A Professional Engineer (PE) license in the District of Columbia is preferred.
Certification as a Project Manager by an accredited learning institution and/or from the Project Management Institute preferred.
The incumbent must possess and maintain a valid driver’s license to operate motor vehicles.

Position Designation: This position has been designated as security sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable.
Emergency Designation: This position has been designated as an essential employee position under the provisions of District Personnel Manual, Chapter 12. As such, your services may be required in emergency situations to perform crucial duties, i.e., snow removal, debris removal, transportation, shelter operations, food distribution, and communication. These duties may be performed when the government is closed or when most employees are dismissed early.
