Job description

This position is located in the District Department of Transportation, (DDOT), Infrastructure Project Management Division (IPMD) – Team 4. The purpose of this position is to perform a variety of technical engineering assignments and projects in support of an engineering program.

The incumbent of this position provides professional engineering oversight and professional engineering expertise in the review and inspection of construction contractors completing large, complex transportation projects within an assigned area of the District of Columbia.

Duties and Responsibilities

The incumbent of this position plans, schedules, and coordinates work operations. Selects, trains, motivates, and evaluates staff to maximize professional development and productivity. Assigns directs, and reviews the work of subordinate employees, provides a full range of supervisory services of administrative engineering staff. Manages the construction phases of numerous transportation projects in the District of Columbia, assist with the delivery of the District of Columbia transportation infrastructure project management teams (i.e., on matters involving the design of development, streets, bridges, tunnels, and other related transportation projects). Works closely with the Program in making decisions affecting long-and-short-range courses of actions and the capital and appropriated budget for initiating and completing city-wide transportation projects, develops project scopes, set goals and objectives for annual multi-year long-range work plans, coordinating wit other offices and/or agencies as required.

Participates in public and community meetings with Advisory Neighborhood commissions, the media Civic Associations, and other special interest/community groups to communicate the status of projects plans, the results of user needs assessments, projects plans, the results of user needs assessments, project schedules, relevant standards, guidelines and/or trends impacting each project’s scope, and design and construction, as needed to coordinate projects and/or resolve problems.

Qualifications and Education

Bachelor's or higher degree in Engineering, field of study required from an accredited college or university. The curriculum must have been in a school of engineering with at least one curriculum accredited by the Accreditation Board of Engineering and Technology (ABET) as a professional engineering curriculum.

Specialized Experience:

Specialized experience is experience that equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

Preferred Experience:

A minimum of ten (10) years of experience applying engineering principles, practices, and techniques or an equivalent combination of years (3) of education, training, staff management and experience sufficient to demonstrate that the applicant possesses the knowledge, skills, and abilities required to perform work of the position is required. Expert knowledge of FHWA and AASHTO Standards, specifications, principles, guidelines, and architectures for federal and local transportation infrastructures as needed to manage transportation programs and serve as an authoritative expert. Extensive knowledge of District of Columbia and Federal procurement regulations and procedures, capital funding and improvement processes, and capital and appropriated budgeting methodologies; and of the principles, practices, and applications of budgeting methodologies sufficient to develop, monitor, and address complex budgetary issues.

Licenses and Certifications

A Professional Engineer (PE) licensure is required and must be maintained. All applicants with a

PE license in a jurisdiction other than the District of Columbia will be required to apply for a DC

PE license within 90 days of hire and will have12 months to obtain a PD license within the District of Columbia.

The incumbent of this position must possess and maintain a valid driver’s license.

Working Conditions / Environment

The work is performed in a normal office setting and in-the-field.

Other Significant Facts

Tour-of- Duty: Varies, Incumbent is required to perform work after normal duty hours, attend community meetings, and may be required to be on standby duty status, 24 hours a day, seven days a week.

Duration of Appointment: Management Supervisory Service (MSS): At-will employment applies to the MSS. All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

Promotional Potential: No known promotion potential

Pay Plan, Series and Grade: MS-0810-14

Collective Bargaining Unit (Non-Union): This position is not a part of a collective bargaining unit.

Position Designation: This position has been designated as security sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable.

Emergency Designation: This position has been designated as an essential employee position under the provisions of District Personnel Manual, Chapter 12. As such, your services may be required in emergency situations to perform crucial duties, i.e., snow removal, debris removal, transportation, shelter operations, food distribution, and communication. These duties may be performed when the government is closed or when most employees are dismissed early.
