Job Summary

This position is located in the District Department of Transportation, (DDOT), Infrastructure Project Management Administration (IPMA) – Team 1. The purpose of this position is to lead, direct, manage and coordinate transportation projects, and also to supervise project teams and staff for timely delivery and execution of design and construction within an assigned area of the District of Columbia. This position has an emphasis on Construction Management duties for various bridge projects in Wards 1 and 2. This position will also assist the Program Manager for planning, budgeting, managing transportation projects, and performing program operations.

Duties and Responsibilities

The successful candidate will manage the design, delivery, and completion of million-dollar construction projects and leads the efforts of a project team(s) generally comprised of from four to eight multi-disciplined specialists to carry out construction of roadway improvements and transportation projects area. Implements agency decisions, guidelines, applicable laws, federal and local government regulations, and policies and complies with all federal and District of Columbia laws and regulations. The candidate will manage the construction of capital transportation projects including streets, bridges and other transportation assets. The incumbent provides supervisions and leadership to the team for timely execution of given project construction management tasks, and compliance with local and federal regulations. The incumbent must be able to manage multiple projects. The employee is responsible for managing and carrying out multiple tasks of construction management for transportation projects, especially bridge construction projects within the assigned areas of the District. The employee will supervise and direct a project team(s) generally comprised of four (4) to eight (8) multi-disciplined engineers and consultants to manage and complete roadway and bridge projects meeting time and budget targets.

This position also supports the Program Manager with strategic planning and effective project management; developing project scopes, setting goals and objectives for work plan, identifying stakeholder concerns, community interests, public utility company concerns and information received from other agencies; leading public and community meetings with key stakeholders and other special interest/community groups to communicate the status of project. This position will prepare and maintain comprehensive project plans and schedules using professional engineering and project management methods to ensure the effective completion of each project phase to include project selection and scope, planning and design, procurement processing and contractor selection. The successful candidate will review proposed construction project plans and specifications, and construction cost estimates prior to contract advertisement to determine overall feasibility. The incumbent will complete full life-cycle engineering responsibilities, including performing project development functions, related to the planning, designing, constructing, and/or maintenance of complex project within the District of Columbia. As one of managerial position for the team, the incumbent will also be responsible of staff supervision for day to day performance, attendance and work coordination. The position will provide technical guidance and directions by participating in project meetings together with reporting staff. The incumbent will perform other duties as assigned by Program Manager.

Qualifications and Education

A Bachelor's in Engineering or related field of study required from an accredited college or university. The curriculum must have been in a school of engineering accredited by the Accreditation Board of Engineering and Technology (ABET) as a professional engineering curriculum.

OR

A combination of education and experience – college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering; individual must have at least one (1) year of specialized experience equivalent to the CS-13 grade level.

Minimum 5 years of experience in designing and managing construction of bridge rehabilitation / replacement projects preferred.

Licenses and Certifications

A Professional Engineer (PE) licensure is required and must be maintained. All applicants with a PE license in a jurisdiction other than the District of Columbia will have 12 months to obtain a PE license within the District of Columbia or will be terminated.

A valid driver’s license is required and must be maintained.

Working Conditions/Environment

The work involves regular and recurring exposure to moderate risks and discomforts and requires that the incumbent stay continually alert and take special safety precautions.

Collective Bargaining Unit (Non-Union): This position is not a part of a collective bargaining unit.

Emergency Designation: This position has been designated as an emergency employee position under the provisions of District Personnel Manual, Chapter 12. As such, your services may be required in emergency situations to perform crucial duties, i.e., snow removal, debris removal, transportation, shelter operation, food distribution, and communications. These duties may be performed when the government is closed or when most employees are dismissed early. Employees are required to work rotating shifts, to include evenings, nights, weekends, holidays, and in on-call situations. Employees are considered emergency personnel and are subject to call-in 24 hours a day and will be required to provide the employing agency with a telephone number where they can be reached.

Position Designations: The position has been deemed security-sensitive. Accordingly, the incumbent will be subject to pre-employment checks (criminal background checks, consumer credit checks, traffic record checks, if applicable) as a condition of employment, and will be subject to periodic criminal background checks for the duration of your tenure.
