Description
Under general supervision, theChildren's Fund Program Coordinator (Human Services Analyst II) will provide a variety of analytical and administrative services for the assigned program in the Human Services Agency (HSA). The Children's Fund Program Coordinator is responsible for program administrative and analytical duties; coordination of all year round and seasonal programs; fundraising and public awareness; program marketing and social media presence management; cultivating countywide community activities and partnerships; program tracking and reporting; volunteer recruitment; facilitation of supervised volunteer activities and events; and ensuring that the program continues to meet programmatic goals resulting in a positive impact for children and families served by the Children's Fund.
The Children's Fund Program is organizationally located within the Collaborative Community Outcomes Branch of the San Mateo County Human Services Agency (HSA). The programs within the CCO Branch include the Center on Homelessness, the County Veterans Services Office, Office of Emergency/Disaster Response, and the Children's Fund program.
The Children's Fund Program and Position Overview
The Children's Fund Program was created in 1973 and is dedicated to helping children and families in need to maintain and improve their quality of life. The program provides goods unavailable through public funding to low-income, children served through public programs, and foster children, age newborn to 21, in San Mateo County. Whether it is baby clothing for a new mother, backpacks and school supplies, or holiday gifts, the Children's Fund has continued to fill in those gaps in services for fifty years.
The Primary Responsibilities of the Children's Fund Program Coordinator will be:
  • Lead, direct, and design all aspects of the Children's Fund program processes, procedures, accountability tracking, and evaluation methods.
  • Execute all program activities; create and oversee timelines and operations and track data for all program activities for reporting.
  • Fundraise through individual, corporate, foundation, and community donors, raising both in-kind and monetary donations.
  • Accurately track revenues and ongoing expenditures; develop and monitor budgets.
  • Oversee accounting and tracking processes to ensure compliance with policies and procedures; uphold highest level of audit compliance.
  • Develop and monitor contracts.
  • Oversee and manage online platform for monetary donations.
  • Build partnerships and cultivate strong relationships with county workers, county departments, members of the community, and stakeholders.
  • Recruit, direct, and supervise large groups of volunteers; manage volunteer database.
  • Supervise interns who provide seasonal program support.
  • Responsible for the organization and maintenance of the Children's Fund warehouse, including moving and organizing all Children's Fund inventory with support of volunteers and interns.
  • Prepare donation acknowledgements to corporate and individual donors in a timely manner.
  • Coordinate communications and outreach activities to promote program visibility, engage volunteers and potential donors.
  • Create, write, and maintain website, outreach materials, and social media presence.
  • Make presentations to committees and community organizations, speak on behalf of the program at community events.
  • Develop and maintain accurate inventory system and processes.
  • There are some physical requirements for this position, including lifting and moving program materials and donations.
  • This position will require local travel throughout San Mateo County, and occasional evening and weekend hours are also required to fulfill the responsibilities of the position.
  • Assist in special projects for the Collaborative Community Outcomes Branch.
  • Some scheduled seasonal activities include:
    1. July/August: Backpack and School Supply Drive
    2. November/December: Holiday Gift Drive Event, Adopt a Family Program
The ideal candidate for this position is required to have the following:
  • A minimum of one year performing administrative or program coordination duties in the field of Human Services, or in a community based or non-profit agency.
  • Program coordination and problem-solving skills required, including expertise in negotiating challenging situations and relationships to effectively prioritize and execute tasks, and the ability to manage multiple projects at one time.
  • Highly skilled in organization and planning, project management and community collaboration.
  • Extensive experience developing and implementing fundraising strategies as well as defining policies and procedures.
  • Experience recruiting, supervising, and organizing volunteers.
  • Experience tracking revenues and ongoing expenditures including seeking sponsorships/donor support.
  • Be highly motivated, energetic, diplomatic, and resourceful.
  • Familiarity with San Mateo County community-based organizations and government agencies is highly desired.
  • Excellent interpersonal, collaboration, oral and written communication skills, including demonstrated skills in data analysis, report writing and documenting and synthesizing information.
  • Flexible, deadline-driven and customer service oriented.
  • Excellent organizational skills in handling multiple and competing priorities.
  • Ability to use technological systems to administer programs and generate data reports.
  • Proficiency in computer systems and applications, such as Microsoft Windows and the Microsoft Office suite (Microsoft Word, Excel, PowerPoint).
  • Ability to work independently with minimal supervision and instruction, as well as collaboratively as part of a team.
  • Ability to prepare effective, concise, and complete reports on various issues, and evaluate program outcomes.
  • Bachelor's degree in a social service, public health, policy, or administration field is preferred.

Qualifications
Education and Experience:Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify for a Human Services Analyst II position is two years of experience performing journey-level administrative and analytical duties in a Human Services or related agency.
Knowledge of:
  • Principles, practices and techniques of program evaluation and performance improvement.
  • Principles, practices and techniques of data quality monitoring Principles and practices of the specific program area to which assigned.
  • Principles and practices of contract development, negotiation and monitoring.
  • Principles, practices and techniques of administrative and programmatic research and analysis.
  • Principles and practices of public administration.
  • Applicable federal, state and local laws, rules and regulations and County and program policies and guidelines.
  • Computer applications related to the work.
  • Office administrative practices and procedures, including records management and the operation of standard office equipment.
Skill/Ability to:
  • Analyze, interpret and apply various regulations and requirements.
  • Train staff in work procedures and provide technical and programmatic assistance to staff and subcontractors.
  • Plan, coordinate and conduct special events and projects.
  • Establish and maintain effective working relationships with grantors, subcontractors, County staff, elected and appointed officials, the public and others.
  • Communicate effectively, both orally and in writing.
  • Develop and evaluate proposals and negotiate contracts and agreements.
  • Develop, monitor and analyze budgets, program performance, and policy compliance.
  • Plan, coordinate and implement administrative and programmatic research and analysis.
  • Compile and analyze data, draw sound conclusions and prepare and present effective reports.
  • Exercise sound independent judgment within general policy and regulatory guidelines.

Current County of San Mateo and County of San Mateo Superior Court of California employees with at least six months (1040 hours) of continuous service in a classified regular, probationary, Confidential and Management extra-help/limited term, and SEIU or AFSCME represented extra help/limited term positions prior to the final filing date will receive five points added to their final passing score on this examination. The examination process will consist of an application screening (weight: pass/fail) based on the candidates' application and responses to the supplemental questions. Candidates who pass the application screening will be invited to a panel interview (weight: 100%). Depending on the number of applicants, an application appraisal of education and experience may be used in place of other examinations, or further evaluation of work experience may be conducted to group applicants by level of qualification. All applicants who meet the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination. All examinations will be given in San Mateo County, California, and applicants must participate at their own expense. At this time, interviews will be conducted virtually using MS Teams.
