Summary


The Chief of the Records Program serves as a senior expert in overseeing the Board's records management, information governance, and archival services and has full responsibility for the operations and staff of the Board's Records Management Program (RMP). Incumbent ensures that Board Records and data in all formats are managed in a manner that allows for efficient accessibility and is consistent with the requirements of all applicable federal laws and regulations. The incumbent ensures that the RMP meets the Board's statutory obligations and business goals and serves as the Federal Reserve System's senior expert in federal Records and Information governance. Incumbent plays a senior leadership role in providing strategic and technical direction and people management as it applies to the various areas of work performed by the entirety of the RMP. Incumbent represents RMP and the Office of the Secretary (OSEC) on Board and System committees and groups such as the Committee on Historical Preservation, the Fed History Vision Leadership Steering Group, and the Board Data Council. The Chief also serves as a liaison between the Committee on Historical Preservation and the Committee on Economic and Monetary Affairs chaired by the Vice Chair.

Duties and Responsibilities

    Strategic Planning: Establishes goals and vision for the entire Records and Information Management Program through critical thinking and analysis of both big picture and detailed strategic considerations and a comprehensive understanding of RMP's needs. Sets priorities, establishes program objectives, allocates resources, strengthens operations, and ensures that staff and stakeholders are working toward common goals for the creation, maintenance and use, and disposition of Board records, in structured and unstructured formats. Aligns RMP work with the Board's Strategic Plan, the Board Data Strategy, and other enterprise roadmaps for consistent management of Board information across the entire lifecycle, including disposition and archiving.
    Regulations and Governance: Issues records management policies, file plans, and outreach/education based on an interpretation of federal laws, regulations, NARA guidance, and existing Board records management policies in consultation with Board Legal and IT divisions, as well as stakeholders such as Information Security, the Office of the Chief Data Officer, and National IT and Reserve Bank records managers as appropriate. Determines what is a federal record, non-record, and personal paper in accordance with federal law. Issues records retention schedules for all Records and associated metadata created and received by the Board and functions performed for or on behalf of the Board in the Reserve Banks and obtains NARA approval of the schedules prior to implementation. Works closely with the Legal Division to ensure that Board Records and Information governance is legally defensible. Works with Board division and Reserve Bank senior leadership to ensure that records management policies, procedures, and guidance meet the business needs of the programs while complying with federal laws and regulations.
    Records Planning and Analysis: Serves in a chief oversight role in the development of division-specific recordkeeping plans and guidance based on a thorough understanding of Records and Information Management requirements within unique lines of business obtained through use of business process analysis (BPA), functional analysis, records inventories, and business documentation. Oversees review of division guidance, procedures, record keeping requirements, implementation roadmaps, and training, in consultation with Board Legal and other stakeholders, to ensure compliance with federal recordkeeping laws and regulations. Establishes and evaluates a Records and Information Management maturity model to improve consistent management of Records and data that are records across the Board and Board-delegated functions in the Reserve Banks. Oversees partnerships with Board divisions to conduct formal evaluations to measure the effectiveness of records Management Programs and practices. Oversees the maintenance of intellectual control (file plans and inventory) of records held by divisions. Integrates Records and Information governance with other data and Information Management models to ensure consistency across the entire Records and data lifecycles.
    System Design, Development, and Administration: Serves in a chief oversight role of the IT Systems functions and overall governance within the RMP and across the Board. Oversees the integration of federal requirements into the design, development, and implementation of any information system or application that creates, receives, or maintains Board information, whether structured or unstructured, that may become a record. Keeps informed about changes in records, data, and Information Management technologies and provides guidance to RMP teams, Board staff, Reserve Bank delegated functions developing or using Reserve Bank systems and applications, and officials on the use of these technologies. Oversees and consults on the product ownership of the Board's custom electronic records management system (FIRMA), and Records Email Vault (REV), which
    includes directing the manager who performs the planning, development, implementation, and promotion of the systems. Oversees and consults on the development and use of other major Information Management systems used in the Federal Reserve System (e.g. EZFile) and provides advice and direction on the overall management of Records and their associated metadata. Oversees the evaluation, configuration, and implementation of such systems to ensure they are specifically designed to address the challenges of managing existing and emerging types of records, particularly ensuring appropriate functionality is built into systems for the long-term maintenance and preservation of Records and data that may become records for the lengthy retentions common to Board records. Oversees the review and approval of, in consultation with Board divisions, systems and collaboration sites that have been slated for decommissioning to ensure that Board records maintained in electronic systems and collaboration sites are eligible for deletion, or the system to which they are migrated meets federal recordkeeping requirements for the maintenance and preservation of Board Records and data that may become records.
    Records Retention and Destruction: Serves in a chief oversight role of the RMP sections that ensure long-term temporary, permanent records, and rights and interests Records and data are captured, preserved, and made accessible for appropriate Board staff including maintaining long-term temporary and permanent records in the Board's electronic recordkeeping systems, as well as overseeing retention in place in native systems with approved preservation capability. This chief oversight role includes overseeing the strategic planning for and management of all work related to collection management and interfaces, digitization projects, offsite storage and destruction requests, building moves, storage clean-ups, and reference related work. Serves as reviewing official for requests from departing staff to remove Board information.
    Records Outreach: Oversees partnerships with Board stakeholders such as IT, Information Security, Legal, OCDO, and Board divisions, and Reserve Bank stakeholders such as National IT or Banks developing systems for Board- delegated functions as well as Bank records managers to ensure they incorporate records maintenance and use, storage, and disposition best practices into Board systems and applications, processes, and procedures. Oversees the development of guidance and training for Board and Reserve Bank staff, interns, and contractors on their records management responsibilities, including identification of federal Records and data that may become records, in all formats and media. Represents RMP and OSEC on Board and System committees and groups such as the Committee on Historical Preservation, the Fed History Vision Leadership Steering Group, and the Board Data Council. Provides direction and oversight to RMP staff serving on other Board and System committees such as the RMF, SAHC, and Software Review Board. Leads and engages the Records Liaison Group in Records and Information governance issues, including outreach and education to their divisions. 
    Contingency Planning: Works with the Management Division and Board divisions to maintain a Vital Records Program for the identification and protection of those records (1) needed for Continuity of Operations Plans (COOP) before, during, and after emergencies (both manmade and natural) and (2) needed to protect the legal and financial rights of the government and persons affected by government activities. 


People Management 


    Oversees all management and supervision of Records Management Program employees in a manner consistent with the Board's management objectives and the strategic goals of RMP. May prioritize, assign, direct, and/or review work of more senior RMP employees and managers to ensure the proper processing, maintenance, use, storage, access, and disposition of Board records. 
    Oversees the entire RMP team and related development activities including conducting team and one-on-one meetings to support staff execution of duties and foster both strong team dynamics and employee growth. Oversees opportunities for internal and external training in both hard and soft skills to enhance technical and professional abilities to both managers and individual contributors. Often serves as both a coach and mentor to employees to support their career development within RMP and at the Board. May lead broader career development initiatives to strengthen OSEC and RMP. 
    Evaluates manager and/or staff performance by conducting employee evaluations in support of RMP vision and goals, continuous employee improvement, and employee growth and development. Recommends and approves promotions and salary adjustments as appropriate. 
    Plays an integral role in the hiring of new staff members, particularly by preparing for and conducting interviews and determining final candidates. 
    Performs additional duties as assigned. 

Knowledge/Skill Requirements:
Requires a bachelor's degree and a minimum of 9 years of relevant experience in Records and Information Management or a master's degree in library science, Information Management, data management, history, and/or a related field combined with 7 years of relevant experience. Must have 3 years of direct or indirect management/supervisory experience including the accomplishment of objectives through the leadership of direct reports and/or project teams and the evaluation of performance. Must have senior expert knowledge of and mastery of the advanced theories, concepts, principles, and practices of records management and related areas. Must be a recognized leader in records or Information Management and have the consultative and relationship-building skills to serve as a highly visible authority across the Federal Reserve System. Requires senior expert knowledge of archival and Information Management principles and techniques, particularly in technology, as well as knowledge of applicable federal records laws, regulations, schedules, and techniques. Must have senior expert level abilities in managing technical projects and strong knowledge of the evolving information technology systems and their design and development, with an emphasis on how they are used in and impact Information Management and archival services functions. Must have the analytical skills to evaluate new and existing electronic systems against complex, widely accepted electronic Information Management standards, and recommend improvements as needed. Must have the analytical and research skills to obtain a senior expert level understanding of the functions and business processes across the Board and Reserve Banks in order to oversee business process analyses and tailor records practices to a variety of work products. Must have the senior expert ability, initiative, and detail orientation required to apply highly complex concepts, principles, and practices to new areas and technologies beyond the traditional paper-based scope of records management. Must have senior expert project management, problem solving, and time management skills, utilizing technical expertise and good business judgment in support of operational and strategic objectives. Must have senior expert formal and informal communication skills (both oral and written), consultative skills, and relationship building skills, along with a demonstrated ability to work as a business partner with leadership, employees, IT, and Division staff. Must have demonstrated ability to direct the design of programs and apply change management techniques to their implementation, partnering with staff both internal and external to the division. Must have senior expert leadership and managerial skills to drive high degrees of organizational effectiveness through application of best practices in staff management and knowledge of HR policies.
