Job description

This position is located in the Office of the Director within the Department of Human Services (DHS). DHS is responsible for coordinating and providing a range of financial and support services that collectively create the enabling conditions for economic and socially challenged residents of the District of Columbia to enhance their quality of life and achieve greater degrees of self-sufficiency.

The Policy and Program Suppor Manager is responsible for providing innovative thinking and executive level leadership on a wide range of human services policies and Programs geared toward achieving the Department’s mission. The purpose of this position is to work with the Director and Executive leadership team to provide effective management of short and long-term agency projects; provide policy guidance and support on ongoing and emerging initiatives to ensure effective implementation of agency priorities; and conduct ongoing review of Economic Services Administration (ESA) and Family Services Administration (FSA) policies and Programs to ensure attainment of goals and objectives.

Duties and Responsibilities

Contributes toward the development and implementation of annual and strategic plans for the Department and ensures the activities and priorities of the administrations are adequately aligned and supported. Recommends strategic direction and methodology to implement policy changes and provides managerial oversight of the effective implementation of relevant laws, regulations and major policies affecting the Department’s priorities. Provides guidance and policy support and leadership on all phases of agency performance and adherence to internal, District, and industry-wide standards impacting agency programs. Directs, manages, and ensures that agency policies adequately reflect all programs, activities, and services of the agency.

Conducts executive level research and analysis and uses performance metrics and data to identify needed policy improvements, areas of interest that need further research and study and/or to reveal the significance and impact of new Policy and Program developments. Provides leadership and direction to a team of program analysts, project managers and other professionals who provide analysis, planning, implementation, and policy support. Works with executive team members and senior agency staff to ensure appropriate policies are in place, performance is optimized, efficiencies are gained, and performance benchmarks are established and met.

Qualifications and Education

Specialized experience is experience which is in or directly related to the line of work of the position and has equipped the applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

Collective Bargaining Unit: This position is not covered under a collective bargaining agreement.

MSS At-Will Statement: Positions in the Management Supervisory Service (MSS) serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

Position Designation: This position has been deemed Security-Sensitive under the guideline of the DC Personnel Manual. Incumbents of this position are subject to enhanced suitability screening pursuant to Chapter 4 of DC personnel regulations. Accordingly, incumbents must successfully pass a criminal background and consumer credit check as a condition of employment and will be subject to periodic criminal background checks for the duration of their tenure.

Emergency Designation: This position has been designated as Emergency. Employees occupying positions designated as Emergency are required to:

  • Provide advice, recommendations, and/or specific functional support necessary for the continuity of operations during a declared emergency.
  • Remain at their duty station, or alternate work location (approved by their supervisor), if activated, when a situation or condition occurs and results in early dismissal for nonessential/non-emergency employees.
  • Report to their duty station, when activated, on time and as scheduled when a situation or condition occurs during non-work hours, and results in the late arrival or closing of District government offices for non-essential/non-emergency employees.
  • Telework during a declared emergency, instead of remaining or reporting to his or her duty station, if directed by the agency head (or designee), supervisor or manager.
  • Carry or wear their official District government ID card during the period of the declared emergency, if not teleworking.

Residency Requirement: If the position you are applying for is in the Career, Management, Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
