Chief Operating Officer (Philadelphia, Ithaca, or Remote)

Performance Systems Development (PSD) is looking for a Chief Operating Officer to support growth and drive operational efficiency across our100-person team. We’re seeking a highly motivated and experiencedprofessional, who will be responsible foroverseeing company operations, implementing corporate strategy, and driving strategic initiatives and operational efficiencies across PSD’s three business units. Candidates who can regularly be in-person at the Philadelphia or Ithaca offices are strongly preferred.


PSD designs, supports and implements efficiency programs and services for utility and government agencies, primarily in the Northeast and Midwest. PSD specializes in offerings that draw on our building science expertise and technology solutions, currently serving clients such as Mass Save, NYSERDA, PECO, FirstEnergy, WI Focus on Energy, and New Jersey Comfort Partners. In addition to efficiency programs, PSD supports third-party quality assurance field inspections for both income-eligible and market-rate customers, training services (with an emphasis on energy code support and new homes training), software solutions, and energy modeling/data analytics approaches (notably, a Heat Pump Toolkit) that support the decarbonization transition.


Who is PSD?

PSD is a rapidly growing national leader in the building science and energy efficiency industries; in 2023, we’ve reached 100 employees and are celebrating our 25th anniversary. PSD’s passionate team of energy efficiency professionals works hard every day to develop and deliver creative and powerful solutions that drive change in the way buildings use energy. PSD provides a whole-systems approach to energy efficiency strategies through our work on advancing energy policies, designing and delivering cost-effective energy efficiency programs, and building software tools to streamline data tracking and reporting. Our core business efforts span three major areas: 1) the delivery of high-impact energy efficiency programs; 2) workforce development and industry training; and 3) the design and development of systems that create, manage and analyze energy efficiency data.


What will you do?

The Chief Operating Officer will drive operational efficiencies and support the company’s continued growth. This role reports to the CEO and is a key member of our executive leadership team. Responsibilities include overseeing company operations, implementing corporate strategy, and driving strategic initiatives and operational efficiencies across PSD’s three business units.

In addition, this role will require strong leadership skills and proven experience in managing a diverse remote team. PSD’s 3 business units focus on program implementation (a services line of business, operating energy efficiency programs and workforce development training), software development, and engineering consulting, and frequently collaborate across units to develop innovative market offerings. PSD’s 100 staff are primarily located in the Northeast and Midwest, but are spread across 16 states.

Position responsibilities will include, but not be limited to:

  • Translate vision for growth into executable goals
  • Analyze current revenue streams and market offerings to optimize business growth
  • Financial analysis and forecasting, including collaboration with Business Development to evaluate financial models for proposal offerings
  • Oversee human resource management, and contribute to talent development for PSD staff
  • Participate with CEO and VP Finance and Business Unit leaders in building and maintaining cash forecasting models
  • Communicate strategic initiatives across the organization
  • Implement and measure strategies and processes to drive efficiency and coordinate execution within and across business units
  • Drive performance measures for the organization in the form of dashboard statistics for review of key indicators
  • Implement improved processes and new technologies in collaboration with management
  • Develop, review and negotiate contracts with clients, partners and subcontractors
  • Identify operational risks and propose mitigation strategies to address them

This could be a remote position; proximity to PSD’s Philadelphia or Ithaca offices is strongly preferred. Flexibility to come to a PSD office on a monthly basis is required.


Need to have:

  • 5+ years of executive leadership experience, ideally in a consulting/services/software development company
  • Growth mindset and a collaborative spirit
  • Strength in financial forecasting and analysis
  • Experience in contract negotiations
  • Background in human resource management
  • Proven track record of managing teams and meeting performance goals
  • Excellent communication and interpersonal skills
  • Strong analytical and problem-solving skills
  • Willingness to travel on a monthly basis to PSD office/staff locations

Nice to Have:

  • Experience in the energy efficiency industry
  • Master’s degree in business administration, or a related field

Physical Demands: Frequent use of the computer requiring periods of sitting and close audio-visual concentration. Physical demands are minimal and typical of similar jobs in comparable organizations.

Work Environment: Office work is performed in an open and collaborative environment.
