Job Summary:
The Chief Human Resource Officer is responsible for the development and implementation of HR initiatives and systems. Providing counseling on policies and procedure that protect the Institution and our employees. Oversees all aspects of the Human Resources strategies and functions of the Bank, including talent acquisition, compensation and benefits, employee relations, training and development, compliance records and reports, and performance management.  This position is fully in-person. Remote candidates will not be considered.
Duties/Responsibilities:
Talent Acquisition
 
  • Oversees recruitment and hiring process to ensure the best possible candidates are selected.
  • Develops and implements effective onboarding plans.
  • Monitors turnover rates and assesses when and what interventions may be needed to decrease turnover.
  • Collaborates with Senior Management regarding the needs for staffing and training throughout the organization.

Employee Relations
 
  • Works with Senior Management to ensure that communication with the staff is effective. Ensure that staff receive the information they need to perform their job effectively.
  • Maintains Diversity, Equity, and Inclusion Policy.
  • Assists Managers in moving through disciplinary procedures when necessary. Informs and works with Executive Management when termination is necessary in accordance with Bank policy.
  • Trains Managers to ensure they know when it is essential to contact Human Resources for assistance.
  • Collaborates with Senior Management on handling employee complaints and resolve complaints as soon as possible.
  • Serves as the primary contact for the Bank’s Human Resources Consultant and employment attorney.
  • Coordinates with the HR Specialist on the rewards and employee recognition program.
  • Ensures that the Bank participates in training and development programs offered by the State including Workforce Training Express.
Compensation
  • Collaborates with Executive Management and the Board of Trustees to develop, implement and improve the effectiveness of the Bank’s compensation policies and practices.
  • Collaborates with Executive Management and the Board of Trustees to ensure that the compensation process allows the Bank to attract and retain the best possible employees.
  • Ensures that the Bank’s compensation policy and process follows all applicable laws and regulations.
  • Manages annual salary increases and ensures internal and market equity.
  • Reviews banking salaries to ensure a competitive position and appropriate placement within salary ranges.
  • Develops, implements, and maintains job descriptions.
Benefits
  • Oversees the administration of the Bank’s benefits including, life, accident, health, dental, vision, and hospital indemnity insurances, extended sick leave, long term disability, defined benefit plan, and 401K plan.
  • Ensures the Bank’s benefit process complies with all applicable laws and regulations.
Personnel Policies
  • Develops and implements personnel policies to ensure compliance with applicable laws and regulations.
  • Develops and implements a process for ensuring that Managers are familiar with employment laws and regulations.
  • Review employment and working conditions to ensure legal compliance.
Performance Management
  • Develops, implements, and assesses the Bank’s performance management process.
Required Skills/Abilities:
  • Effective communication and interpersonal skills.
  • Strong ethics and reliability
  • Knowledge and understanding of federal and state employment laws and regulations including PFML FMLA, EEO, ADA, ACA, unemployment compensation, and worker’s compensation.
  • Sound judgement and the ability to resolve conflicts effectively.
  • Excellent organizational skills and the ability to multi-task
  • Attend outside training as needed in order to stay educated in changes to laws, regulations, and current practices.
  • Effective computer skills and knowledge of Microsoft Office Suite
Education and Experience:
  • Bachelor’s Degree or equivalent work experience and seven to ten years of Human Resources experience.
  • PHR and/or SHRM certification a plus
