Job Description
 
Position Title:  Chief Financial Officer                                         FSLA Status:  Exempt
 
Responsible to:  Superintendent                                               Supervises:  Business Office Staff
 
Evaluated by:  Superintendent                                                   Term of Employment:  260 days
 
Evaluation Period:
  • Formative evaluations throughout the school year as per MCS Performance and Assessment procedures
  • Annual evaluation prior to July 1
 
Purpose of the Position:  To administer the business affairs of the district in such a way as to provide the best possible educational services with the financial resources available.
 
Classified as Confidential Employee:  Functional responsibilities or knowledge in connection with the issues involved in dealings between the school corporation and its employees require strict adherence to confidentiality.
 
Minimum Requirements:  The following qualifications represent the minimum requirements necessary for an individual to perform this position effectively.
  • High school diploma required.
  • Bachelor's degree or higher in business, accounting, finance, or mathematics preferred.
  • Working knowledge and experience with Indiana school finance.
  • Central Office Experience preferred.
  • Technology skills; required: Word, PowerPoint, Excel; preferred: Outlook, business management software.
  • Successful experience in a position performing quality improvement, business, financial planning, management, human resource planning and management, and related functions.
 
Licenses, Certificates, Registrations:
  • Bachelor's degree or higher in business, accounting, finance, or mathematics preferred.
  • Working knowledge and experience with Indiana school finance.
  • Central Office experience preferred.
  • Successful experience in a position performing quality improvement, business, financial planning, management, human resource planning and management, and related functions.
 
Essential Functions of the Position:  The following functions have been determined by Marion Community Schools to be essential to the successful performance of this position.
 
Financial Operations:
  • Systematically manages/oversees the financial transactions of the corporation.
  • Received budget requests and develops an accurate budget that supports the three to five-year strategic plan to    be   presented to the Superintendent and the Board of School Trustees.
  • Plans, organizes, and supervises the purchasing functions and approves corporation purchases.
  • Oversees requisition and storage of educational materials and equipment.
  • Supervises the preparation of corporation payrolls for school personnel.
  • Checks all claims and invoices before they are presented to the Superintendent and the Board for action.
  • Prepares monthly financial status reports on corporation funds to the Superintendent and Board.
  • Supervises and coordinates school insurance programs.
  • Advises the Superintendent and Board in planning and financing school construction and renovation.
  • Prepares specifications for purchasing supplies and equipment and makes recommendations to the Board.
  • Maintains control over all equipment, supplies, and materials inventory.
  • Maintains constant supervision of budget appropriations.
  • Maintains budgetary control and year-end reporting of grants.
 
Financial Operations/Personnel:
  • Advises the superintendent on matters of personnel policy.
  • Serves as a member of the management's negotiating team.
  • Administers master labor agreements and salary programs for teachers.
  • Coordinates/oversees salary and insurance programs for all personnel.
  • Makes recommendations for hiring job assignment, transfer, and dismissal.
  • Determines employees' placement on appropriate wage scale.
  • Approves staff leaves and absences, as needed.
  • Supervises and evaluates all financial accounting, accounts payable, payroll, purchasing, technology, extra-curricular    accounting.
  • Conducts and/or directs investigation of complaints regarding employee conduct or performance concerning financial practices.
  • Investigates employee complaints about the business office and grievances and makes recommendations for resolution.
  • Assists the Superintendent in strategic planning.
  • Conducts salary and fringe benefits studies.
  • Performs such other duties as assigned by the Superintendent.
 
Knowledge of:
  • State and federal agencies that exercise control in the areas related to school business management and personnel.
  • Philosophical, educational, fiscal, and legal aspects affecting a school corporation; Organization, planning, management, and evaluation strategies, techniques, and procedures.
  • Principles, practices, trends, benchmarks of school business and human resource management.
  • Financial audit processes which determine fiscal effectiveness.
  • Project planning and management and use of a variety of information and data.
  • Continuous quality improvement processes, systems, methods, and tools.
  • Human relationships, conflict resolution strategies and procedures, adult learning and team building methods and techniques, situation leadership styles and decision-making processes.
 
Ability to:
  • Plan, organize, coordinate, and direct the corporation's financial issues.
  • Plan and communicate the corporation's budget required to support the corporation's goals.
  • Evaluate and analyze complex problems.
  • Develop and propose alternative solutions to business challenges or issues.
  • Team building recognizes exceptional performance and creates a respectful working environment.
 
Language Skills:
  • Ability to read, analyze, and interpret professional journals, technical procedures, or governmental regulations. Ability to write reports, correspondences, and procedure manuals. Ability to effectively present information and respond to questions.
 
Mathematical Skills:
  • Ability to apply general mathematical concepts such as fractions, percentages, ratios, and proportions to practical situations.
 
Reasoning Ability:
  • Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret a variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
 
Other Skills and Abilities:
  • Ability to establish and maintain effective working relationships with students, peers, parents and community, and ability to speak clearly and concisely in written or oral communication.
