Job Role Summary
The Chief Financial Officer/Treasurer has responsibility for safeguarding the enterprise assets and ensuring the financial statements, including the books and records, are prepared and maintained in accordance with GAAP, including GASB standards for local government entities. The Chief Financial Officer is a key member of the corporate senior leadership team and, as such, participates in establishing and implementing strategic business plans for the Corporation. Key member of the management team that interacts and communicates on a regular basis with a wide-array of internal and external constituents, including regulatory bodies.
Associated Job Duties
The Chief Financial Officer must have strong business acumen in order to work collaboratively and effectively with all divisions and departments within such as Marion County Public Health Department, Eskenazi Health, Long Term Care Division and partnership with American Senior Living Communities, and Indianapolis Emergency Medical Services. The Chief Financial Officer role is highly visible leader that works with a large team to identify challenges and capitalize on opportunities. He/she must build consensus and commitment across disparate people with often competing priorities. The Chief Financial Officer will report directly to the Chief Executive Officer and is expected to meet routinely with the Board of Trustees
- Treasury experience, including development and management of cash projection and related analyses across a diverse spectrum of business and governmental operations
- Regularly provides performance and professional development feedback, coaching and guidance to improve performance and build career potential and engages in recruiting and retention activities to meet current/future talent requirements
- Prepare financial forecasts and monitor performance versus budget; consolidate results, prepare rolling 90-day forecasts, and develop and implement cash management controls and ensures high quality audit standards
- Oversees information technology strategy and budgeting and expenditures with regards to the purchase and maintenance of IT systems, software, and hardware
- Maintains liaison with internal and external auditors, financial agencies, other local units of government and legal counsel
- Establishes internal controls and oversees insurance coverages to properly safeguard the assets of the Corporation
- Directs the installation or modifications to financial reporting systems for comprehensiveness and efficiency for the Corporation
- Other duties and responsibilities typically performed by a Chief Financial Officer for an approximately $2 billion net revenue entity
Qualifications
Education/Licensure/Certifications/Experience:
- A Bachelor's degree in Finance or Accounting is required. An MBA, MHA and/or CPA designation strongly preferred
- Fifteen years of progressive financial healthcare or equivalent experience in the areas of general accounting; operations; and multi-discipline management experience
Knowledge, Skills & Abilities
- Delivers year over year financial performance in a complex, matrix organization and holds the finance teams accountable to high business and ethical standards
- Demonstrates a high degree of financial operational excellence
- Evaluate the organization's overall financial position and prepare periodic financial and operating reports. Provide consistent and accurate financial, accounting and reporting processes across the enterprise
- Provide strategic and operational level support for capital planning of initiatives, develop and oversee the processes for establishment of project formulation, justification, prioritization of budgets, facility requirements, integration and development, and ensure projects support the strategic plans and visions
- Work closely with and provide management oversight for Eskenazi Health and American Senior Living management teams and specifically their respective Chief Financial Officers, including the development/management of major strategic and financial plans
- Establish and monitor the annual governmental funds operating budget
- Knowledge of federal, state and local government regulatory requirements and the rapidly changing reimbursement and tax environments across the health system, long-term care and governmental entities
- Demonstrates high degree of financial operational excellence (e.g., planning, contracts, budgeting, capital financing, and cash management)
- Identify opportunities and drive cost optimization throughout the system to improve overall financial performance
- Serves as partner between system leaders, including hospital and clinic administrators in a collaborative environment
- A thorough understanding of healthcare and public health/services trends with the ability to anticipate opportunities
- A broad financial thinker and team player who works well with ambiguity and is able to transfer the vision/mission of the organization into a focused financial strategy and detailed practical plan for the future
- Successful experience as a Chief Financial Officer and/or senior financial position in a complex organization
- Proficient in MS Office Suite, specifically MS Excel; ability to learn new software/systems quickly

- May be required to attend meetings or perform work remote from community or clinical settings
