The Bi-Bett Board of Directors is seeking its next CEO; an experienced human services professional with a substance use disorder (SUD) treatment field specialty to lead the agency in its next chapter of continued growth after more than 50 years of community service to Contra Costa, Alameda & Solano counties.
Bi-Bett is a nonprofit SUD treatment program established in 1969 charged with an important mission: to provide quality, patient-centered and affordable treatment services to individuals, families and communities suffering from substance use disorders. across various service lines including residential, detox, outpatient & DUI counseling services, Bi-Bettis a valued community-based organization with a $9M budget and 115 passionate employees that dedicate themselves to a deeply meaningful cause.
The programs and services include:
- Residential Treatment: Live-in residential treatment programs provide counseling, education and structured support for 30-45 days on average, along with withdrawal management ('detox') services for a shorter timeframe to help patients overcome withdrawal symptoms. Bi-Bett operates 6 residential programs and 1 stand-alone detox in 3 Bay Area counties.
- Outpatient Treatment: Offering both low and high intensity Outpatient counseling programs in 2 counties, this service line provides counseling support and encourages reintegration with the community after residential treatment.
- DUI Counseling: As the largest DUI provider in the Bay Area, Bi-Bett's 5 DUI counseling programs provide quality, high volume outpatient counseling services which are lower in intensity and needed by those who have been convicted of a DUI.
- Sober Living Housing: Bi-Bett operates 7 Sober Living Environments (SLEs) in two counties, a service line which provides safe, affordable and sober housing for those who have recently completed treatment in the Bi-Bett family of programs, or with other treatment providers.
- Transitional Living: A transitional living program in Martinez provides a unique opportunity for those experiencing homelessness and with recent criminal justice involvement to receive subsidized, supportive housing as a way ofreintegrating one back into the community by developing important life-skills.
Bi-Bett has a 5-member board and also owns many of its properties under 'Unshakable Hope, Inc.,' its wholly owned subsidiary with common Board members for which the CEO is also responsible.
Core Function
The CEO is responsible for navigating the organization forward and plotting its direction in an ever-changing marketplace. As the person responsible for guiding and supporting the Director team, the CEO will strive to maximize the agency's impact by leveraging stakeholder, funder, employee relationships & resources.
The CEO's responsibilities include:
LEADERSHIP
- Delivers results by improving the agency's practices and redesigning process as necessary by leveraging the leadership team's capabilities.
- Collaborates with key members of the leadership team, employees and stakeholders to ensure that change projects are successful.
- Maximizes leadership team dynamics and empowers employees to work independently when needed.
- Develops the capabilities of the organization by building team capacity through implementation of IT and other resources.
- As a change management leader, ensures that change projects are prioritized, supported and is able to mobilize resources to initiate change.
- Creates an inclusive culture by integrating varying viewpoints and developing cross functional relationships in such a way that promotes a healthy workplace.
STRATEGY
- Researches the evolving SUD treatment field to identify trends & emerging opportunities.
- Understands the market by investigating patient dynamics & preferences.
- Executes and continuously revises the existing agency strategic plan, integrating regulatory, marketplace, competitor & internal perspectives in partnership with the Board of Directors.
STAKEHOLDER ENGAGEMENT & MANAGEMENT
- Strengthens stakeholder relationships.
- Negotiates various payer contracts to ensure the agency receives adequate resources.
- Inspires funders by messaging the agency' s impact.
- Uses the stakeholder perspectives to continuously improve upon service offerings.
BOARD RELATIONS
- Participates in bi-monthly Board meetings and delivers presentations of the agency's financial health and program impact.
- Coordinates the efforts of the Board, including development of agendas.
- Reports on progress to the Board around strategic planning progress along with maintaining ongoing communication on critical matters.
- Brings the leadership team alongside to deliver program presentations to engage & inspire the Board of Directors.
- As the CEO of the subsidiary, ensures that the governance structure & routines are properly facilitated.
FINANCE, ADMINISTRATION & OTHER FUNCTIONS
- Leads the day-to-day operations of all programs, administering all contracts and ensuring compliance.
- Ensures that programs operating in alignment with regulatory compliance requirements and oversees infrastructure which maximizes program safety.
- Manages the outsourced IT contracting firm to ensure efficient spending and prioritization of key IT projects.
- Manages the outsourced marketing firm to ensure agency reputation is maximized in order to generate service demand & volume.
- Manages the HR function through a direct reporting relationship, ensuring that personnel matters are handled in accordance with laws and agency policies.
- Manages the outsourced grant writing function & ensures grant projects are well executed.
- Ensures that agency policies and procedures are current and leverages the leadership team to continuously train around identified standards. Creates new policy as appropriate.
- Works closely with the CFO to ensure operational alignment with agency budget.
- Directs the leadership team to adjust operations relative to financial indicators as shown in financial statements.
- Oversees recruitment and retention and engagement of staff members with the intention of maximizing the workplace culture.
- Ensures that programs are operating to quality clinical standards and delivering evidence based practices.

- Proven senior-level managerial & operational experience in the non-profit space.
- Knowledge of Medicaid-funded contracting & regulations.
- Deep knowledge of the SUD treatment system and the patient population.
- Experience managing similarly-sized budgets.
- An ability to identify with the lived experience of those living with SUD.
PREFERRED QUALIFICATIONS Master's Degree in a relevant area of study (i.e. Psychology, Social Work, Healthcare Administration, Public Administration, etc.)
- Licensure by the Board of Behavioral Sciences (BBS) as an LMFT and/or LCSW, or equivalent.
- SUD Counseling Certification.
- Minimum of 5 years in the healthcare field required.
- Minimum of 5 years of Managerial experience required.
- Resident of Contra Costa County required.
- Prior community involvement highly desirable.
