DISTINGUISHING FEATURES OF WORK
This position is responsible for the implementation of housing rehabilitation projects (funded by multiple federal grants). Responsibilities include creation of specifications, bid phase, project management, construction, and responding to various inquiries from the public. Additional areas of responsibility include grant and regulatory management as it pertains to housing rehabilitation regulations under the CDBG and HOME federal grant programs.
DUTIES AND RESPONSIBILITIES
TYPICAL CLASS ESSENTIAL DUTIES: (These duties are a representative sample; position assignments may vary.)1.Informs homeowner and contractor of housing Rehabilitation Program and acts as liaison for homeowner and contractor; also acts as liaison for contractors and city inspectors to resolve permit and site plan conflicts.2.Develops and monitors specifications, cost estimates, and budget for each rehab project.3.Manages the physical work of contractors, inspects and approves workmanship, and monitors time of performance for each rehab project.4.Creates and executes all rehab project legal documents; maintains and updates each rehab project file.5.Conducts preliminary residential and multi-family building assessments.6.Demonstrates regular and predictable attendance, including attendance at required meetings.This job description is intended to represent only the key areas of responsibilities; specific position assignments will vary depending on the business needs of the department.
KNOWLEDGE, SKILLS AND PHYSICAL REQUIREMENTS
KNOWLEDGE:
  • Applicable building codes and ordinances;
  • Computers and related software;
  • Inspection principles;
  • Construction methods and practices;
  • Customer service principles;
  • Building plan requirements.

SKILLS:
  • Developing plans and specifications;
  • Conducting residential building assessments;
  • Providing customer service;
  • Utilizing communication and interpersonal skills as applied to interaction with coworkers, supervisor, the general public, and others sufficient to exchange or convey information and to receive work direction.

PHYSICAL REQUIREMENTS:
Positions in this class typically require: climbing, balancing, stooping, reaching, standing, walking, grasping, talking, hearing, and seeing.
Light Work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work.
EXPERIENCE AND TRAINING/LICENSING REQUIREMENTS
TRAINING AND EXPERIENCE: Associate's degree and 1 year of related experience; or, all required certification(s) and 3 years of related experience; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
LICENSING REQUIREMENTS:
  • Lead inspector and risk assessor certification (required within 90 days of hire, or when first class becomes available, at City expense)
  • Licensed Building Contractor preferred.
  • Experience with CDBG or HOME federal grants preferred.
  • Valid State of Michigan Driver's License
