Job Description
Performs field inspections to enforce and ensure compliance with adopted codes City ordinances, and applicable State and Federal regulations. Must be familiar with building construction systems including structural, mechanical, electrical, plumbing, and fire protection systems. Reviews construction plans, writes field reports, maintains official records, and assists the public in matters related to the Building Inspections Division
ESSENTIAL FUNCTIONS:
Conducts inspections at various stages of construction to ensure compliance with applicable building, plumbing, mechanical, and electrical codes. Authorizes service connections made by utilities- electric, gas, water, and sewer. Writes inspection reports and communicates with contractors, subcontractors, and property owners regarding compliance with codes and corrections.
Receives, responds, and provides resolution to inquiries and concerns from contractors, citizens, the business community, and other departments regarding department and division-related issues.
Conducts plan reviews and reviews specifications for compliance with applicable codes and city ordinances. Makes review comments, notes needed corrections, and checks specific code references before issuing permits. Communicate with architects, engineers, contractors, subcontractors, utility companies, and building owners during the plan approval process.
Review inspection requests to identify non-required inspections and remove those inspections from daily work orders.
Assists citizens, contractors, registered design professionals, and developers regarding the process for obtaining building permits, contractor licensing, and/or meeting state and federal requirements for construction.
Provides appropriate forms and handouts for the public use. Explains plan review and inspection procedures to the public.
Maintains inspection reports and works with the Building Permit Program Manager and Permit Coordinators to verify that records are properly filed for each construction project. Occasionally supplements field inspection reports with photographs or video tape where serious violations are found or where there is the potential of claims or litigation.
Responsible for the enforcement of the TCEQ Rules and the City Ordinance for the protection of the public potable water distribution system from contamination or pollution due to the backflow of contaminants or pollutants through the water service connection.
Coordinates work and projects with other departments and outside agencies where applicable, e.g., permit processing staff, construction inspectors, and contractors.
Participates in continuing education, professional development, and building trade organizations as approved by the Building Official.
Assist the Building Official with onboarding and training of new staff regarding inspection processes.
Performs all other duties as assigned.
Building Inspector Minimum Qualification:
- High School Diploma or equivalent; plus four (4) years of experience in general construction, building inspections, or a related field. Education may substitute for experience up to two (2) years.
- Texas State Board of Plumbing Examiners Inspector's License or ability to obtain within one year of hire date.
- ICC Residential Building Inspector Certification or the ability to obtain within one year.
- Additional certifications as required by career development plan.
Combination/Senior Inspector Inspector Minimum Qualification*:
- High School Diploma or equivalent; plus four (4) years of experience in municipal building inspections preferred.
- Five (5) years of experience in general construction or a related field highly preferred.
- Texas State Board of Plumbing Examiners Inspector's License.
- R5 or B5 combination inspector designation or any combination of four or more of the following ICC Certifications (combination designations will be factored):
- Commercial or Residential Building Inspector
- Commercial or Residential Electrical Inspector
- Commercial or Residential Energy Inspector/Plans Examiner
- Commercial or Residential Mechanical Inspector
- Commercial or Residential Plumbing Inspector
- Building Plans Examiner
- Electrical Plans Examiner
- Mechanical Plans Examiner
- ICC R5 or B5 combination inspector designation must be obtained within one year of the hire date.
- Additional certifications are required by career development plan.
