Description
Under general supervision of the Building Inspection Supervisor, performs skilled inspection and certification of new, existing, and altered buildings and structures to ensure compliance with local and state building codes. Employees in this class possess considerable knowledge of building construction methods, materials, and principles. Work involves technical examinations and the application of standard trade practices to inspection work.
Examples of Essential Functions

• Inspects new and existing residence and other buildings and structures for conformance with safety and other requirements of established local and state codes. Renders approval or disapproval of inspected sites regarding the issuance of building permits or stop work orders.
• Responds to concerns and inquiries from the general public, contractors, engineers, and other entities on all aspects of building inspection, both orally and in writing in a professional and timely manner.
• Investigates complaints of defective projects which are reported, notifies responsible persons of defects, and issues instructions for correction.
• Surveys construction activities for the purpose of checking permits, issuing citations and stopping further activity until permits are obtained; performs follow up to ensure enforcement.
• Required to report for work punctually, work all scheduled hours, and any required overtime as deemed necessary. Must maintain a physical condition and standards necessary for the proper performance of duties, with or without accommodation. ?

• Cleans and properly maintains assigned vehicle and equipment.
• Performs related work as directed.

Education and Experience
Training and Experience:
High school diploma, GED, or vocational/technical training; supplemented by minimum two (2) years progressively responsible experience in the field. Requires the following:

• Texas State Plumbing Inspectors License or the ability to obtain within 12 months.
• ICC Residential Building Inspector, Residential Electrical Inspector, Residential Mechanical Inspector Certification or the ability to obtain within 18 months.

Knowledge, Skills, and Abilities:

• Thorough knowledge of the materials, methods, and practices involved in building construction, to include structural, plumbing, mechanical, fire, and electrical aspects.
• Knowledge of local codes and ordinances, or the ability to gain knowledge of them. Knowledge of state and federal laws and statutes, as they relate to municipal code enforcement functions or the ability to gain knowledge of them.
• Considerable knowledge of inspection and investigation methods and techniques.
• Skill in both written and oral communications for effective expression of concepts and clarity in information dissemination.
• Ability to enter data in departments permitting software system and utilize mobile data technology.
• Ability to establish and maintain effective courteous working relationships with supervisors, support staff, the public and others that the department's position interacts with.
• Ability to perform under conditions of severe stress and confrontational circumstances.
• Considerable knowledge of possible defects and faults in building construction, of standard testing devices, and of effective corrective measures.
• Ability to read and interpret plans, diagrams, specifications, and related forms of architectural design, and to recognize deviations from such plans in the construction process.
• Ability to enforce codes and regulations firmly, tactfully and impartially.
• Must possess (or be able to obtain prior to employment), a valid Texas Class C driver's license.

Physical requirements:

• Tasks may involve extended periods of time at a keyboard or workstation.
• Tasks are essentially sedentary, with some physical effort, i.e., frequent walking, standing; some lifting and carrying of moderate weight (5-20 pounds); or minimal dexterity in the use of fingers, limbs, or body in the operation of vehicles, office, shop, or hand tools in which manipulative skills and hand-eye coordination are important ingredients of safe and/or productive operations.
• Tasks involve the regular, and at times sustained, performance of heavier physical tasks such as walking over rough or uneven surfaces, bending, stooping, working in confined spaces, and lifting or carrying moderately heavy (20-50 pounds) items and occasionally very heavy (100 pounds or over) items.

Environmental requirements:

• Tasks require exposure to adverse environmental conditions (e.g. dirt, cold, rain, fumes), extreme heat/cold or extreme weather conditions, strong odors and/or smoke, strong and/or toxic chemicals and dust or pollen.

Sensory Requirements:

• Tasks require color, sound, odor, depth, texture, visual perception and discrimination.
• Tasks require oral communications ability.

Merit Increases/Pay for Performance
Non Sworn civilian employees are eligible for a 4% merit increase annually and after reaching the max of the pay scale, are eligible to receive a 4% lump sum each year on their anniversary date.
Sworn officers are eligible for a 5% increase annually and after reaching the max of the pay scale, are eligible to receive a 5% lump sum each year on their anniversary date.

Health, Dental and Vision Insurance
Medical, Dental and Vision is available for purchase for full time employees. Coverage goes into effect on the 31st day.
Life and AD&D Insurance Coverage
Basic Group Life Insurance and Accidental Death and Dismemberment protection is provided to eligible full-time employees in the amount of one time the annual salary up to a maximum of $50,000 for each benefit. Additional Life and AD&D may be purchased up to 2 x annual pay.

Sick Leave
Employees earn 80 hours of sick leave per year. There is no maximum accruals for sick leave.
Retirement
Texas Municipal Retirement System (TMRS)-2:1 match.
A required 7% of gross earnings are deducted each pay period and deposited into the member's account. Upon retirement, the City will deposit it's portion of the matching funds at 14%.
The City also participates in Social Security.
Deferred Compensation
The City of Rockwall offers an optional deferred compensation 457 plan in which employees can contribute a portion of their salary, before taxes, to a retirement account.
Longevity
After completing one year of continuous service, employees will receive $5/month for Longevity Pay. This benefit is usually paid out each December.
Supplemental Benefits
The City of Rockwall also offers optional programs that include Short and Long Term Disability through AFLAC.
Flexible Spending Accounts
Participation in Flexible Spending Accounts through pre-tax payroll deduction for Health and Dependent Care expenses is also available for full time employees.
Wellness Program
The City of Rockwall administers a wellness program for full-time employees which provides an incentive for obtaining a wellness exam each year. Wellness exams are paid at 100% by the City.
Workers Compensation
All employees are covered by workers compensation for injuries sustained in the line of duty.
