Form of workBack to all Jobs Plans Examiner/Combination Building Inspector (Internal Applicants Only) Location: Technical, Galveston, TX Department: Development Services Job Status: Full-Time Rate of Pay: DOQ - Status: Open Until Filled Apply Now Job Description Under limited supervision, performs reviews of residential and commercial construction documents and plans for the Development Services Department. Essential duties and responsibilities may include, but are not limited to, the following: Reviews and requires corrections to residential and commercial construction documents and plans. Assists the Building Official with e-mail responses and meetings with clients, builders, contractors and the Building Board of Appeals regarding building code compliance. Assists the Building Official in preparing code requirements.
Inspects buildings during and after construction to ensure foundations, framing and other structural components/energy meet the provisions of building, energy, zoning, municipal and state codes/safety laws and approved plans, specifications, and standards. Inspects mechanical, electrical, and plumbing work to ensure compliance with the applicable municipal and state codes. Ensures all federal flood elevation criteria are implemented.
Observes building conditions and issues notices for corrections; obtains evidence and prepares reports regarding violations; prepares complaints for legal action against violators; confers with City legal staff regarding ordinance interpretation; maintains inspection records and prepares reports. Provides customer service; responds to questions via phone or in-person. Prepares documents for structure/architectural review of plans.
Meets with architects and engineers regarding plan review comments. Supports the relationship between the City of Galveston and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and City staff; maintains confidentiality of work-related issues and City information; performs other duties as required or assigned. Employees may at any time be required to work in order to provide for the safety and well-being of the general public, including the delivery and restoration of vital services, in the event of an emergency.
KNOWLEDGE AND SKILLS: Knowledge: City organization, operations, policies, and procedures. Principles and practices of residential and commercial construction plan reviews. Building and fire codes and related ordinances and regulations.
Texas Local Government Code. Principles and practices of project management. Business and personal computers, and spreadsheet software applications.
Residential and Commercial construction methods and practices. FEMA regulations Skill in: Handling situations requiring diplomacy, fairness, firmness, and sound judgment. Providing efficient customer service.
Understanding and applying City policies and procedures, and applicable federal and state regulations. Reading and understanding construction plans and supporting documents. Organizing and maintaining records and analyzing data.
Establishing and maintaining cooperative working relationships with all levels within the City. Communicating effectively verbally and in writing. MINIMUM QUALIFICATIONS: High School diploma or equivalent; AND five years' experience in residential and commercial construction plan review; OR an equivalent combination of education and experience.
LICENSE AND CERTIFICATION: Possession of a valid Texas Driver's License. Texas Plumbing Inspector License. International Code Council (ICC) Commercial Plans Examiner certification.

PHYSICAL DEMANDS AND WORKING ENVIRONMENT: Work is performed both in an indoor and outdoor work environment. May be exposed to dangerous machinery, extreme weather conditions, potential physical harm, and hazardous chemicals. May be required to lift and carry items weighing up to 30 pounds.
