Description
Under general direction of the Building Official, plans, coordinates, inspects, and performs activities related to City construction projects and the permit application process, performs related work as assigned. Performs day-to-day inspections of buildings and structures during all phases of construction, alteration and repair to ensure compliance with approved plans, applicable codes and building laws and performs a variety of technical tasks relative to assigned areas of responsibility; exercises independent judgment and provides technical advice to those making inquiries and/or applications in the issuance and inspection of permits, and plans, and specifications for compliance with local codes and code enforcement.

EXAMPLES OF DUTIES:
Performs and assists in the implementation of department's goals, objectives, policies, procedures, and work standards. Upon general direction, provides technical assistance and advice to other departments, City staff, and the public in areas of responsibility; responsible that required documentation is submitted and maintained; confers with contractors, architects, engineers, property owners, and other agencies and organizations to discuss conformance requirements and problems; recommends abatement proceedings for dangerous buildings, inspects facilities in accordance with state requirements, provides technical assistance in making complex interpretations and decisions concerning problems related to plan checking, building inspection, and code enforcement; upon request, prepares a variety of periodic and special reports related to the department's activities and functions for management review; maintains current knowledge of new construction methods, materials, and techniques, and codes and regulations affecting housing and building inspection.
  • Works cooperatively with developers, property owners, contractors, architects or their representatives to resolve questions regarding construction inspection, permit fees or permit issuance within the scope of counter assignments.
  • Provides a variety of information in person or on the telephone regarding City ordinances, municipal codes, building codes and regulations.
  • Reconstructs and maintains related files.
  • Performs related duties as requested.

Typical Qualifications
KNOWLEDGE, SKILLS AND ABILITIES:
  • Operations, services and activities of a municipal building inspection and permitting program;
  • Principles and practices involved in construction, code enforcement, and building inspection, including problems encountered in building inspection;
  • Techniques, materials, and practices in the structural, mechanical, electrical, plumbing and municipal construction;
  • Applicable laws, codes, and ordinances affecting construction, zoning and building inspection work;
  • Life safety and fire prevention principles and practices;
  • Reading, interpreting, an explaining complex drawings, specifications, codes, ordinances, and other related documents;
  • Building inspection practices and methods, including techniques for dealing with the public in stressful situations.
  • Organizing and maintaining accurate records of division activities and projects;
  • Establishing and maintaining effective working relationships with those contacted in the course of the work and the general public;
  • Provide efficient and effective customer service in an extremely demanding work setting;
  • Exercise tact and diplomacy in dealing with a variety of customers including property owners, contractors, architects, co-workers and supervisors;
  • Operate and understand computers, word processing software, and office equipment in performance of the duties of this position;
  • Plan and organize work in a productive manner; comply with oral and written directions; learn the field of housing and building inspection through counter and field work involving permit processing, answering inquiries and making simple inspections;
    EXPERIENCE/EDUCATION:
    Minimum:
  • One - Five years' experience
  • High school diploma or equivalent, supplemented by specialized training in the building trades or a related field;
  • Any combination of education or experience which demonstrates potential ability to perform the duties of the position;
  • Demonstrated experience with California Building Codes and the International Code Council;
  • International Code Council - At least one Building Inspection certification within nine (9) months of appointment; and
  • Valid California driver's license with a good driving record at time of appointment
    Preferred:
    Two years (or 60 credits) degree from an accredited college, preferably in a technical subject matter ;
    Ten years of construction / craft experience
    At least one I.C.C certificate
    Experience and proficiency in computers and multiple software programs.
Licensing/Certification Requirements:
A valid California driver's license appropriate to the vehicle operated or the ability to acquire appropriate licenses upon hire.
Supplemental Information
WORKING CONDITIONS: (Physical and Environmental)
Essential and marginal functions may require maintaining physical condition necessary to complete field inspections, which may include bending, stooping, kneeling, crawling, running, standing, sitting or walking for prolonged periods of time. Ability to work prolonged periods outdoors subject to extreme temperature and other weather related environmental conditions.
Office environment, exposure to computer screens.
PROBATIONARY PERIOD: Employees in this classification serve a probationary period of one (1) year.
EMPLOYEE LEAVE: The City offers a generous Vacation and Sick leave program, plus 10 annual holidays and one (1) floating holiday. Employees accrue 80 hours per year of sick leave; employees accrue 80 hours of vacation leave for the first five years; after five years, employees accrue additional vacation leave based on years of service..
BACHELOR DEGREE PROGRAM: The City of Desert Hot Springs participates in the Civic Scholars Program and offers its full-time employees the opportunity to earn a bachelor's degree at no cost to the employee. Civic Scholars is an employer sponsored college pathway for the employees of Desert Hot Springs that is fully online and self-paced. Built to be mobile friendly, it allows the working adult to start or complete their bachelor's degree from a regionally accredited, non-profit university with no disruption to their work life balance. Details about this program, and how employees can obtain a bachelor's degree at no cost, is available from Human Resources.
RETIREMENT: The City participates in the Social Security system and all employees are covered by the Public Employees Retirement System (PERS). Employees pay the Member's contribution depending on their prior PERS eligibility. Membership is mandatory. The retirement formula for new employees is 2% at 60, or 2% at 62, depending on prior PERS eligibility, with highest three-year compensation average.
INSURANCE: The City contributes a maximum amount per month towards the cost of medical, dental and vision coverage available to employees and dependents; life insurance is paid by the City.
DEFERRED COMPENSATION PLAN: Available for interested employees, offered through ICMA.
DRUG FREE WORKPLACE: In compliance with the DRUG FREE WORKPLACE ACT OF 1988 it is City policy to maintain a drug free workplace.
