This is technical work at the working supervisor level sustaining the operation of the computerized automation systems and EMS equipment (Energy Management Control System). Installation, diagnostics, repair, troubleshooting and maintenance of DDC direct digital controller for air conditioning, refrigeration and heating systems. Work requires thorough knowledge of the techniques, methods, and procedures s of building management controls and energy management control systems; to include programing and troubleshooting controls for IAC (indoor air quality), refrigeration and heating systems, equipment and supervisory methods, practices and techniques acquired through a combination of training and considerable on the job experience.
Schedules, assigns, monitors, directs, reviews and evaluates the work of assigned staff. Contacts with others require skills in understanding and/or influencing people and are important in providing client services, including skills of persuasiveness, assertiveness, and sensitivity to others point of view that are required to influence behavior, change an opinion, or turn a situation around. The work is standardized in that tasks are covered by diversified procedures and specialized standards, and because of the changing priorities or different situations, incumbents have the latitude to consider which of the many procedures or standards should be followed and in what sequence.
The work is performed indoors and outdoors where there are some risks and hazards, but they are predictable and controllable. Physical demands consist of climbing ladders, stooping, bending, reaching and occasionally lifting or moving tools or equipment weighing less than 50 pounds. Operate hand tools including, but not limited to; volt meter; HVAC testing equipment; other equipment and motor vehicles including one-half and one ton trucks and vans.
Operates standard office equipment such as computers, telephones, facsimile machines, copiers, and calculators. Work is performed under limited supervision where the work assignments are subject to established procedures, practices, precedents, methods, techniques, standards, and/or well-defined policies and the worker plans and organizes the work, determines their own priorities, and the work is reviewed, usually after the fact, in terms of quality, volume timeliness, and for adherence to established methods, standards, and policies. Examples of Work Performs diagnostic work, maintenance and servicing of all DDC, PLC or similar ladder-logic programming equipment and systems including air quality and conditioning, refrigeration and heating systems, as well as lighting systems.
Performs programming and testing (ability to configure and create / write block programming for Trane, JCI, Metasys, Siemens or similar BMS controls). Initiates startups (ability to work with the equipment manufacturer on systems start up), basic third party integration (Example: meters or lighting control panels, & commissioning). Troubleshoots controllers and control system networks with an understanding of electrical diagrams.
Makes daily checks of, and adjustments to thermostats, receiver controllers, controllers, sensors, automatic control panels, solenoid valves, control valves, pressure gauges, and other related equipment for proper operation. Implements and facilitates the Energy Management System (EMS) and HVAC controls and indoor Air Quality (IAQ); write, debugs, codes, analyzes and enhances programs to balance energy management with comfort control; prepares documentation and control flow charts; monitors and adjusts computer based EMS program for proper HVAC comfort and energy management control. Repairs controls for HVAC equipment, installs new controls, replaces defective controls and accessories, troubleshoots, and tests HVAC equipment using controls.
Makes adjustments and repairs to HVAC equipment in conjunction with the installation, repair, and adjustment of controls and control system networks. Schedules, assigns, monitors, directs, reviews and evaluates the work of assigned staff. Monitors work done by outside contractors for adherence to state and federal code requirements and reports back to supervisor.
Orders parts and replacement units. Examines and troubleshoots communication links and local area networks. Provides technical assistance to installation sub-contractors, as required.
Identifies, analyzes and diagnoses BAS and system problems through remote interface means or directly while on site. Prepares work orders and written reports on work performed. Trains and instructs subordinate staff in the correct and safe operation of equipment and performance of their duties.
Recommends preventive maintenance procedures pertinent to building management control systems and HVAC equipment and systems. Thinks proactively and solves problems. Communicates clear direction, manages for results and leads organizational change.
Demonstrates proficiency in the City of Jacksonville's competencies. Performs related work as required. Knowledge, Skills and Abilities Knowledge of principles, practices and techniques used in developing BMS and HVAC control systems and programs.
Knowledge of the standard tools, materials and methods of the HVAC trade. Knowledge of the principles and theory of Building and mechanical systems. Knowledge of occupational hazards and safety precautions of the HVAC and energy management trade.
Skill in installing, programming, maintaining, repairing, and troubleshooting air conditioning and heating, lighting and energy management systems controllers. Skill in operating equipment and tools used in installation, maintenance, repair, and troubleshooting of building, energy, air conditioning, and heating control systems. Skill in installing controller equipment, building controls and associated hardware.
Skill in the use and care of standard tools, equipment, and testing devices of the Building and facility management trade. Ability to read, comprehend and apply written instructions, manuals, technical diagrams, blueprints, and other job-related materials. Ability to install, alter, repair, maintain, and locate defects in a variety of air conditioning, and heating, lighting and building management systems.
Ability to interpret and work from technical sketches, diagrams and blueprints. Ability to keep maintenance records and prepare reports of work performed. Ability to use and maintain tools, equipment, and testing devices.
Ability to communicate effectively both orally and in writing and resolve personnel related issues. Ability to climb ladders, stoop, bend and reach. Ability to distinguish colors.
Ability to make mathematical calculations. Ability to verify conformance of work to specifications. Ability to schedule, assign, monitor, direct, review, evaluate and take corrective action to develop and motivate the work of assigned staff.
Ability to operate motor vehicles including one-half and one ton trucks and vans. Open Requirements/Supplemental Information Five (5) years of experience with building control systems; facility management systems or HVAC controllers, which must include One (1) year of supervisory experience. Must be free of color blindness.
LICENSE/CERTIFICATION/REGISTRATION: A valid driver's license is required prior to appointment and must be maintained during employment in this class. Must qualify for prior to appointment, obtain and maintain during employment in this class a City of Jacksonville Certification as a Public Driver. OTHER REQUIREMENTS: The probationary period for this class is six (6) months.
