DUTIES DESCRIPTION: The Office of Financial Management, Division of State Operations Financial Management, Bureau of State Budget Services is recruiting to fill a Senior Budgeting Analyst/Budgeting Analyst Trainee, position. The incumbent of this position will provide essential support to the agency’s annual budgetary implementation and oversight of the annual personal and non-personal service funds, and will also provide critical budgetary liaison oversight and support to OMH facilities and Central Office divisions.
The incumbent will perform duties that include, but are not limited to the following:
Monitoring expenditures, generating spending reports, and disseminating the reports to OMH facilities and Central Office divisions.
Developing aspects of the agency’s budget requests and spending plan materials.
Analyzing fiscal impacts of legislation and reviewing expenditure requests.
Generating, analyzing, and commenting on routine reports from various internal and external management data systems.
Providing oversight of several State Operations contracts and leases including those with the Research Foundation for Mental Hygiene (RFMH), extended warranty vendors, and private landlords that lease space to OMH.
Creating, reviewing, and testing various Administrative Support Procedures relating to various OMH functions.
Developing, implementing, and overseeing OMH Divisional spending plans, Identifying and bringing budgetary irregularities to management’s attention, and/or resolving such irregularities to ensure that OMH remains within its budgeted non-personal service spending targets.
Serving as an agency liaison to facility staff, Central Office program staff, and control agency staff such as the Division of Budget (DOB), Office of the State Comptroller (OSC), and Office of General Services (OGS).
Serving as the primary user, training, and technical support of SFS.
Providing oversight of Informational Technology related expenses and programs.
MINIMUM QUALIFICATIONS:
- Budgeting Analyst Trainee 1: Bachelor’s Degree or higher.
- Budgeting Analyst Trainee 2: Bachelor's Degree or higher AND one year of professional experience performing the duties of the journey-level Senior Budgeting Analyst*. OR Master's Degree, Juris Doctor, or higher in a field related to the position being filled.
- Senior Budgeting Analyst: Bachelor's Degree or higher AND two years of professional experience performing the duties of the journey-level Senior Budgeting Analyst*. OR Master's Degree, Juris Doctor, or higher in a field related to the position being filled AND one year of professional experience performing the duties of the journey-level Senior Budgeting Analyst*. *Journey level Senior Budgeting Analyst duties include: prepare agency budget estimates, program justifications and workload forecasts, narrative and tabular reports indicating agency expenditure components; and monitoring agency expenditures in normally assigned areas.
Additional Comments: Specific scheduled hours and telecommuting availability for this position will be discussed during the interview process. The number of permissible telecommuting days for each employee will be determined by the current work demands/assignments, as well as program operational needs and employee performance/productivity, but may not exceed 50% telecommuting in a two-week payroll period.
The starting salaries for this position are outlined below. Candidates appointed at the trainee level will be required to successfully complete the traineeship to advance to the full performance level title and salary.
- $47,925 (Trainee 1- NS equated to SG-13)
- $50,678 (Trainee 2- NS equated to SG-14)
- $63,108 (Full Performance level SG-18)
