The Real Estate Services (RES) Line of Service of the Department of Citywide Administrative Services (DCAS) is the real estate arm of the City of New York and consists of five distinct units: Portfolio Planning and Management, Leasing and Acquisitions, Design & Project Management, Planning, Dispositions and Property Management, and Financial Services. RES meets the different real estate needs of City agencies including: lease negotiation, architectural design and project management, acquisition and disposition of real estate, zoning and land use analyses, enforcement of space standards in office design and overseeing the equitable allocation of over 22 million square feet of privately-owned leased space and 15 million square feet of City-owned space for agency use.
The accounting and finance professionals in the Financial Services unit support every unit within RES in accomplishing their missions. Five units support RES business through lease audit, property valuations, revenue & financial analysis, budget & lease enforcement, and lease administration.
The Budget and Lease Enforcement unit of Financial Services is responsible for monitoring and administering the Expense and Capital Budgets for RES line of service, as well as manage lease enforcements for city tenants.
Functions performed by the unit include monitoring the expense and capital budget forecasts, preparing capital plans, preparing and submitting the Certificates to Proceed, budget code modifications, contract registrations and change orders and reviewing and tracking payments. Also, the unit analyses and coordinates all new need submissions, Certificate of availability of the funds, contract’s capacity increases and term extension.
The Budget Analyst is expected to report to the Director, Budget and Lease Enforcement, who oversees RES’s expense and capital budgets and lease enforcement actions, but in extremely close coordination with RES’s other units.
Responsibilities Include:
  • Assist with the monitoring or tracking of funds modifications and registrations
  • Budget reconciliation
  • Preparation of new needs submissions
  • Reviewing and coordinating payment processing
  • Coordinating the reconciliation of project budget, commitments and liquidation
  • Create and analyze Citywide Financial Management System (FMS) info-advantage reports
  • Utilize City PASSPort system throughout various stages of procurement process
  • Maintain and update organized records

  • Coordinate and update lease enforcement actions
  • Review arrears reports, update IPIS and Archibus; assist in monitoring delinquent tenants.
  • Prepare lease enforcement non-payment legal documents. Interact with lease administrators, DCAS legal unit, process server and Marshalls office.
  • Review and update the late charges report.
  • Update NIPS (TAS and IPIS)

  • Assist with administrative tasks when needed
  • Special projects

Flexible Work Update:
This position may be eligible for remote work up to two days per week, pursuant to the Remote Work Pilot Program agreed to between the City and CWA 1180.

Minimum Qualifications


1. A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in "1" above; or
3. A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and five years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in "1" above;
4. Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must possess the one year of administrative or supervisory experience as described in "1" above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in "1" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.

- Preference for a bachelor's degree in accounting or finance. - Bookkeeping experience. - Knowledgeable of the New York City real estate market. - Ability to communicate clearly in oral and written form and strong analytical, interpersonal communications and problem-solving skills. - Successful candidate should be detail oriented and accurate with details, and self-motivated with strong organizational skill. - Proficient computer skills, including advanced Microsoft Office. - Must be flexible adaptable to change and be a team player. - The successful candidate must be able to work independently, work well under pressure and manage tight timeframes. - The candidate should possess excellent academic credentials. - Knowledge of Citywide Financial Management System (FMS) and PASSPort.
