Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The minimum qualifications are as follows;Trainee 1 level: Bachelor’s or higher degreeTrainee 2 level: you must also have either 1. One year of professional experience OR 2. A Juris Doctor, master’s or higher degree in a field related to the position being filledFull Performance Level: you must also have either 1. Two years of professional experience* OR 2. A Juris Doctor, master’s or higher degree in a field related to the position being filled AND one year of professional experienceProfessional experience must be performing the duties of the full performance level position.Budgeting Analysts prepare agency budget estimates, program justifications and workload forecasts, narrative and tabular reports indicating agency expenditure components; and monitor agency expenditures in normally assigned areas. These positions are normally located in business administration or budgeting offices in various State agencies and provide staff support to agency program managers.Hiring agencies have discretion in determining whether a degree is related to the duties of the position.Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.
Duties Description The incumbent will primarily be responsible for all budgeting aspects of one or more program areas in the Department. The analyst will be expected to prepare and/or oversee the preparation of program area budget estimates, proposal justifications and workload forecasts using a strategic planning approach. Responsibilities also include preparation and analysis of narrative and tabular reports indicating agency expenditure components for the purpose of monitoring agency expenditures. The individual should have excellent problem-solving abilities and the ability to develop advanced Excel skills using formulas and PIVOT tables to analyze data.This position requires excellent communication skills among varied audiences including Division of the Budget (DOB) Staff, program area staff and Executive Management, as well as the ability to objectively assess financial and/or staffing needs and requests at all levels. This assignment requires analysis of program procedures and legislative proposals, personnel costs and staffing level issues, as well as all non-personal service issues throughout the fiscal year. The appointee will perform maintenance and analysis of data in both database and spreadsheet formats.Specific duties of this position include:• Under supervision, provide budget management of one or more program areas;• Utilize the Statewide Financial System (SFS) to report and process transactions;• Monitor and project regular, seasonal and overtime Personal Service expenditures and Non-Personal Services;• Prepare budget requests for one or more program areas and related appropriations;• Process requests for DOB approval including funding requests, personnel actions, and B-1184 requests;• Prepare and distribute various financial and staffing reports;• Provide guidance to program and accounting staff on the use of SFS chartfields for various types of transactions;• The ability to develop advanced Excel skills and use formulas such as: VLOOKUPS, IF statements, LEN, INDEX, and Concatenation, as well as create and use PIVOT tables.• Work closely with DOB in evaluating confidential budget policy alternatives;• Provide confidential advice to Department management on budget proposal affecting assigned programs;• Assist with the preparation of various reporting.• Additional assignments as necessary.Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.
Additional Comments *For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.
