Minimum Qualifications Transfer: One year of permanent competitive or 55b/c service in this title or in a title eligible for 70.1 or 52.6 transfer. Open to the Public: This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).To be considered for appointment through NY HELPS, candidates must meet the open-competitive minimum qualifications for this position. The minimum qualifications are as follows;Trainee 1 level : A bachelor's degree or higherTrainee 2 level: you must also have either 1. One year of professional experience OR 2. A Juris Doctor, master’s or higher degree in a field related to the position being filledFull Performance Level: you must also have either 1. Two years of professional experience* OR 2. Duties Description This position in the Bureau of Budget Management (BBM) reflects and supports the mission of the Office of Children & Family Services (OCFS) to protect the State’s most vulnerable populations, improve the safety and well-being of children, youth and families within their communities. The incumbent will be responsible for assisting in the development of the OCFS Local Assistance programs budget for the Division of Youth and Partnerships for Success which includes a myriad of tasks and responsibilities in a fast-paced team environment. The candidate will be guided to work independently on projects while being supported by BBM management. Under the direction of the Associate Budgeting Analyst, the incumbent will be responsible for assisting in the development of the agency Budget Request, review and analysis of legislative proposals and implementation of the Enacted State Budget. The incumbent will learn and be responsible for understanding Federal, and State regulations, laws, policies, and proposals, and for preparing fiscal analyses related to assigned programs.Budget Implementation- The incumbent will perform day-to-day budgeting analyst functions such as reviewing program plans, Requests for Proposals, policy directives, programmatic narratives, Federal and State legislation, allocations, and agreements with other State agencies. Tasks include coordinating with program staff and preparing fiscal analyses.Budget Monitoring- The incumbent will be responsible for monitoring expenditures, preparing fiscal analyses and budget journals, developing cash projections, analyzing Federal and other revenue funding to develop allocation plans, and working with OCFS staff, and other staff, as necessary, to complete assigned tasks.The incumbent will also be tasked with other position appropriate duties, including but not limited to: - Prepare and analyze agency budget requests. - Monitor revenue and expenditures related to a variety of program accounts. - Develop account specific cost projections. - Prepare account specific spending reports for internal and external distribution. - Monitor and manage contracts related to specific program accounts. -Monitor and track authorized units related to specific program accounts. - Maintain spreadsheets. Additional duties will be discussed in detail during the interview.

Additional Comments *For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.Candidates who took and passed the most recent holding of the Professional Careers Opportunities (PCO) Exam are encouraged to apply.• Preferred Qualifications: o Strong analytical and communication skills, both verbal and written;o Attention to detail and ability to work in a team environment;o Ability to gather and organize data;o Working knowledge of Microsoft applications such as Word, Excel and other related programs; ando Ability to prepare and evaluate expenditure and other reportsFree parking is available at the Rensselaer location. Work hours are 9-5 with periodic mandatory overtime during the budget season.Background Investigation Requirements:1) All prospective employees will be investigated through a Criminal Background Check (CBC), which includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application, may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees. 2) All prospective employees will be screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees will be required to pay any necessary fees. 3) For Division of Juvenile Justice and Opportunities for Youth (DJJOY) prospective appointees will be checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable.
