Summary
King County is seeking a thoughtful, customer-oriented, and intellectually curious individual to provide analytical and financial consulting in support of King County agencies and the Executive Office. In close collaboration with departments and divisions, the Executive Analyst will provide high-quality data and customer service to support budget analysis and decision-making. The Executive Analyst will join the Tech Team, which is a team within the budget section, in the Office of Performance, Strategy, and Budget.

ABOUT THE POSITION
The Budget System Functional Analyst will be assigned to the budget section of PSB, a group of about 25 analysts and managers that coordinates biennial budget development and ongoing financial monitoring processes, while also supporting agencies and other partners in business planning, measurement, and process/system improvement activities.
This position will be on the team that is responsible for managing two Budget Systems: Oracle Planning and Budgeting Cloud Service (PBCS) and SQL-based Project Information Center (PIC). The team runs critical processes that advance the development of the County's $15.8 billion budget. Members of the team also directly support over 200 people who use the system - providing both one-on-one technical support and classroom training. The team also works with customers to develop system and process improvements. As issues arise, the team works collaboratively to analyze, troubleshoot and solve problems with support from information technology experts at Oracle and King County.
Analysts in the budget section of PSB should have both strong interpersonal and technical skills. While many of the system tasks can be learned on the job, successful candidates should have experience working with databases and comfort leveraging newer technologies such as: Oracle BI Insights, Oracle EBS, Microsoft Power BI, SharePoint, Teams, and Office 365 suite.
Qualified applicants for this position may be added to an eligibility list to help fill additional assignments that arise within PSB's Tech Team during the next 12 months.
Job Duties
  • Schedule, run and monitor processes on the PBCS and PIC systems as well as interfaces that transfer data between the budget, personnel, and finance systems.
  • Provide technical support and one-on-one training to system users.
  • Analyze, troubleshoot, and resolve system issues.
  • Develop, test and document small-scale system improvements including configuring PBCS forms, business rules, and reports.
  • Support the production of the Budget Book.
  • Run ad-hoc queries in Oracle SmartView and PIC.
  • Leverage automated sharing capabilities among disparate information products.

Experience, Qualifications, Knowledge, Skills
  • A combination of education and experience, that clearly demonstrates the ability to successfully learn and perform the job duties listed above.
  • Experience working with multi-dimensional or relational databases.
  • Experience providing excellent customer service and establishing and maintaining effective working relationships with customers and process partners.
  • Strong skills in analytical thinking, problem solving, and troubleshooting.
  • Demonstrated work ethic and independent time management skills.

DESIRABLE, BUT NOT MANDATORY, CHARACTERISTICS:
  • Experience working with Oracle Enterprise Performance Management systems (Hyperion Essbase, Hyperion Planning, Planning and Budgeting Cloud Service).
  • Work experience in public sector budget or finance.
  • Experience working with the County's operating or capital Budget Systems.
  • Experience working with Oracle financial systems and Oracle PeopleSoft.

WORK LOCATION and TELECOMMUTING REQUIREMENT
The work associated with this position will be performed in a hybrid fashion of on-site and telework. Employees will also have access to shared workspaces at King Street Chinook Building at 401 5th Avenue in downtown Seattle. There will be situations where the employee may be required to report to a County worksite. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer. WORK SCHEDULE:
The Executive Analyst position is exempt from the provisions of the Fair Labor Standards Act and is not overtime eligible. The typical workweek is 40 hours per week, Monday - Friday. This position is not represented by a labor organization.
