Essential Duties and Responsibilities:
- Identifies/researches outreach locations for presentations.
- Liaisons with community agencies to support the development of an outreach calendar.
- Drives financial results through the implementation of the outreach and enrollment plan for a designated area.
- Provides outreach presentations and distributes patient recruitment materials (i.e. brochures, fliers) at community locations and to individuals in the community to increase patient volume and health center revenue.
- Counsels community members on their healthcare options (including Medi-Cal, Covered CA, and the Los Angeles County My Health LA Program), including the provision of health insurance screenings via the web-based screening tool.
- Helps community members complete health insurance application/submission for Medi-Cal, Covered CA, and the Los Angeles County My Health LA Program at a number of points of entry (including enrollment events and in the health center setting).
- Adhere to all policies as set forth by Medi-Cal, Covered CA, and the Los Angeles County My Health LA Program.
- Utilize a web-based database system to enter and track outreach activities.
- Supports follow-up with clients to ensure that they have activated their coverage (via payment to Covered CA or selection of a health plan and primary care provider via Medi-Cal).
- Attending in-state and out-of-state conferences may be required.
- Other activities are assigned as required.
Qualifications:
- High School diploma is required. Bachelor’s degree in Marketing, Health Education, or a related field is a plus.
- Certified Enrollment Counselor (CEC) certification is preferred.
- Outreach and Enrollment experience (preferred).
- Non-profit experience (preferred).
Skills:
- Demonstrates a commitment to the agency’s mission.
- Should be comfortable developing relationships and working with key community stakeholders.
- Comfortable and knowledgeable of the Health Care Industry is a plus.
- Strong presentation skills.
- Excellent written and verbal skills (excellent grammar, spelling, and punctuation).
- Ability to read, analyze, and produce reports. Proficiency with Excel, and Microsoft Office Suite.
- Strong organizational skills and ability to multi-task.
- Demonstrates cultural and linguistic competence. Bi-lingual (English-Spanish) is a plus.
- Ability to work as a team member.
- Ability to work evening and weekend hours as needed.
- Should be pleasant, neat, and well-groomed in representing the agency to the general public.
- Must have a valid driver’s license and clean Department of Motor Vehicle record. This position requires the employee to drive 50% of the time in the assigned territory.
About Community Health Alliance of Pasadena:
ChapCare is a network of HRSA-funded community health centers that has provided medical services to countless under-insured and uninsured residents of the San Gabriel Valley for over 22 years. ChapCare provides comprehensive primary healthcare services including medical, dental, and behavioral health services to almost 16,500 patients per year. The organization utilizes state of the art equipment such as Electronic Health Records to ensure that our patients receive the highest quality of care. ChapCare has grown substantially over the last few years to meet the increasing need for services in the San Gabriel Valley. New health center locations are now open in South El Monte, El Monte, and Monrovia. ChapCare also offers free health insurance enrollment assistance through a Covered California Navigator Grant. Our Certified Enrollment Counselors assist community members enroll in health insurance plans available under the Affordable Care Act (ACA) at select health centers in Pasadena, El Monte, and Monrovia. During the COVID-19 Pandemic, ChapCare has answered the call as a public health resource for our community. Many of our healthcare services can now be delivered through telehealth options such as telephone visits. In addition, ChapCare offers COVID-19 testing options for its patients and the community. ChapCare also regularly sanitizes its facilities following all safety guidelines set forth by CDC, state, and local health officials.
